An envoy extraordinary and minister plenipotentiary, usually known as a minister, was a diplomatic head of mission who was ranked below ambassador. A diplomatic mission headed by an envoy was known as a legation rather than an embassy. Under the system of diplomatic ranks established by the Congress of Vienna (1815), an envoy was a diplomat of the second class who had plenipotentiary powers, i.e., full authority to represent the government. However, envoys did not serve as the personal representative of their country's head of state. Until the first decades of the 20th century, most diplomatic missions were legations headed by diplomats of the envoy rank. Ambassadors of the United States are persons nominated by the president to serve as the country's diplomatic representatives to foreign nations, international organizations, and as ambassadors-at-large. Under Article II, Section 2 of the U.S. Constitution, their appointment must be confirmed by the United States Senate; while an ambassador may be appointed during a recess, they can serve only until the end of the next session of Congress, unless subsequently confirmed. Ambassadors are the highest-ranking diplomats of the U.S. and are usually based in the embassy in the host country. James Walter Brewster Jr. (born 1960), commonly known as Wally Brewster, served as the United States Ambassador to the Dominican Republic. He was unanimously confirmed by the Senate of the United States on November 14, 2013. Brewster was the first person in a same-sex marriage to represent the United States at the ambassadorial level in the Americas. He left office on January 20, 2017. Raul Yzaguirre
Raul Humberto Yzaguirre (born July 22, 1939) is an American civil rights activist. He is a life member of the Council on Foreign Relations. He served as the president and CEO of the National Council of La Raza from 1974 to 2004 and as U.S. Ambassador to the Dominican Republic from November 2010 to May 2013. Early life Yzaguirre was born to Mexican-American parents Rubén Antonio and Eva Linda (Morin) Yzaguirre and grew up in the Río Grande Valley of South Texas. Yzaguirre states that some of his first memories of social injustice involved what his grandmother called a "race war" in Texas. Mexican Americans lived under a curfew at that time and Yzaguirre's grandfather was almost lynched one night when coming home after dark from his second job.
