U.S. Senate Election, 1928
The 1928 United States Senate elections were elections that coincided with the presidential election of Republican Herbert Hoover. The strong economy helped the Republicans to gain seven seats from the Democrats. Senate Majority leader, Republican Charles Curtis of Kansas, was not up for election this cycle, but he was elected U.S. Vice President. He resigned March 3, 1929, so his seat was vacant at the beginning of the next Congress (March 4, 1929) until April 1, 1929, when a Republican was appointed to continue the term. United States Senate
The United States Senate is the upper chamber of the United States Congress, with the House of Representatives being the lower chamber. Together they compose the national bicameral legislature of the United States. The composition and powers of the Senate are established by Article One of the United States Constitution. The Senate is composed of senators, each of whom represents a single state in its entirety. Each of the 50 states is equally represented by two senators who serve staggered terms of six years, for a total of 100 senators. The vice president of the United States serves as presiding officer and president of the Senate by virtue of that office, despite not being a senator, and has a vote only if the Senate is equally divided. Phillips Lee Goldsborough
Phillips Lee Goldsborough I (August 6, 1865October 22, 1946), was an American Republican Party (United States), Republican politician and member of the United States Senate representing Maryland, State of Maryland from 1929 to 1935. He was also the List of Governors of Maryland, 47th Governor of Maryland from 1912 to 1916 and Comptroller of the Maryland Treasury from 1898 to 1900. To date, he is the last Republican to serve as Comptroller of Maryland. Early life and career Goldsborough was born in Princess Anne, Maryland and was educated in public and private schools. While working as a clerk for the United States Navy, he studied law and was admitted to the bar in 1886, commencing practice in Cambridge, Maryland soon thereafter. Cyrus Locher
Cyrus Locher (March 8, 1878August 17, 1929) was a Democratic politician from Ohio. He served in the U.S. Senate. He graduated from high school at Pandora, Ohio, and from Ohio Wesleyan University in 1903, when he gave the commencement oration. He was later that year named superintendent of schools at Woodsfield, Ohio. He graduated from Western Reserve University Law School. He also studied briefly at the University of Michigan. Locher served in various capacities as a prosecutor and public solicitor, as well as law professor in Cleveland, Ohio during the 1910s and 1920s. He was appointed to the U.S. Senate on April 4, 1928 upon the death of Senator Frank B. Willis. Locher served until December 14, 1928, having lost a bid for the nomination in a special election to fill the remainder of Willis's term. His nephew, Ralph S. Felix Hebert (December 11, 1874December 14, 1969) was a United States senator from Rhode Island. Born near St-Hyacinthe, Quebec, Canada, he came to the United States when his parents, Edouard and Catherine (Vandale) Hebert, returned in 1880 and resumed their residence in the town of Coventry, Rhode Island.
