Political Union
A political union is a type of polity, political entity which is composed of, or created from, smaller polities, or the process which achieves this. These administrative subdivision, smaller polities are usually called federated states and federal territories in a Federation#Federal governments, federal government; and prefectures, regions of France, regions, or provinces in the case of a centralised government. This form of government may be voluntary and mutual and is described as ''unionism'' by its constituent members and proponents. In other cases, it may arise from real union, political unification, characterised by puppet state, coercion and conquest. The unification of separate states which, in the past, had together constituted a single entity, is known as ''reunification''. Unlike a personal union or real union, the individual administrative division, constituent entities may have devolution of powers but are subordinate to a central government or coordinated in some sort ...

De Jure
In law and government, ''de jure'' ( ; , "by law") describes practices that are legally recognized, regardless of whether the practice exists in reality. In contrast, ("in fact") describes situations that exist in reality, even if not legally recognized. Examples Between 1805 and 1914, the ruling dynasty of Egypt were subject to the rulers of the Ottoman Empire, but acted as de facto independent rulers who maintained a polite fiction of Ottoman suzerainty. However, starting from around 1882, the rulers had only de jure rule over Egypt, as it had by then become a British puppet state. Thus, by Ottoman law, Egypt was de jure a province of the Ottoman Empire, but de facto was part of the British Empire. In U.S. law, particularly after ''Brown v. Board of Education'' (1954), the difference between de facto segregation (segregation that existed because of the voluntary associations and neighborhoods) and de jure segregation (segregation that existed because of local laws that m ...

Declaration on the Establishment of the USSR The Declaration stated the reasons necessitating the formation of a union between all existing Soviet republics into one united socialist state and expressed willingness to undertake a 'permanent revolution', exporting the Socialist Revolution to other states, primarily in the West, as evidenced by the recent Polish–Soviet War, Polish-Soviet War. Executive (government)
The Executive, also referred as the Executive branch or Executive power, is the term commonly used to describe that part of government which enforces the law, and has overall responsibility for the governance of a state. In political systems based on the separation of powers, such as the USA, government authority is distributed between several branches in order to prevent power being concentrated in the hands of a single person or group. To achieve this, each branch is subject to checks by the other two; in general, the role of the Legislature is to pass laws, which are then enforced by the Executive, and interpreted by the Judiciary. The Executive can be also be the source of certain types of law, such as a decree or executive order. In those that use fusion of powers, typically Parliamentary systems, the Executive forms the government and its members generally belong to the political party that controls the legislature or "Parliament". Since the Executive requires the suppor ...

Council Of People's Commissars
The Councils of People's Commissars (SNK; russian: Совет народных комиссаров (СНК), ''Sovet narodnykh kommissarov''), commonly known as the ''Sovnarkom'' (Совнарком), were the highest executive authorities of the Russian Soviet Federative Socialist Republic (RSFSR), the Soviet Union (USSR), and the Soviet republics from 1917 to 1946. The Sovnarkom of the RSFSR was founded in the Russian Republic soon after the October Revolution in 1917 and its role was formalized in the 1918 Constitution of the RSFSR to be responsible to the Congress of Soviets of the RSFSR for the "general administration of the affairs of the state". Unlike its predecessor the Russian Provisional Government which had representatives of various political parties, the Sovnarkom was a government of a single party, the Bolsheviks. The Sovnarkom of the USSR and Congress of Soviets of the USSR founded in 1922 were modelled on the RSFSR system, and identical Sovnarkom bodies we ...

Central Executive Committee Of The Soviet Union
The All-Union Central Executive Committee (russian: Всесоюзный Центральный исполнительный комитет, Vsesoyuznyy Tsentral'nyy ispolnitel'nyy komitet) was the most authoritative governing body of the USSR during the interims of the sessions of the All-Union Congress of Soviets. Established in 1922 by the First All-Union Congress of Soviets (see Treaty on the Creation of the USSR), in 1938 it was replaced by the Presidium of the Supreme Soviet of first convocation. Initially the Committee consisted of four members, after 1925 there were seven. The Kazakh and Kirghiz SSRs were created in 1936 and did not have representatives in the Committee, as it dissolved just two years later. Description The Central Executive Committee was created with adoption of the Treaty on the Creation of the USSR in December of 1922. Congress Of Soviets Of The Soviet Union
The All-Union Congress of Soviets (russian: Всесоюзный съезд Советов), was the formal governing body of the Soviet Union from its formation (30 December 1922) until the adoption of its second constitution. The Congress of Soviets determined the general direction of all public bodies and elected the All-Union Central Executive Committee, a body accountable to the Congress. The Central Executive Committee held most of the powers of the Congress of Soviets whenever the Congress was not in session. Initially, the Congress of Soviets was supposed to be the "supreme organ of power," with authority rivaling that of the Central Executive Committee or the Council of People's Commissars, but increasingly infrequent sessions (anywhere between once every two years to every four years) and the political dominance of the Bolsheviks resulted in its powers flowing into the Premier and the Politburo. The power of the Congress further deteriorated with the consolidation ...

Legislative Branch
A legislature is an assembly with the authority to make laws for a political entity such as a country or city. They are often contrasted with the executive and judicial powers of government. Laws enacted by legislatures are usually known as primary legislation. In addition, legislatures may observe and steer governing actions, with authority to amend the budget involved. The members of a legislature are called legislators. In a democracy, legislators are most commonly popularly elected, although indirect election and appointment by the executive are also used, particularly for bicameral legislatures featuring an upper chamber. Terminology The name used to refer to a legislative body varies by country. Common names include: * Assembly (from ''to assemble'') * Congress (from ''to congregate'') * Council (from Latin 'meeting') * Diet (from old German 'people') * Estates or States (from old French 'condition' or 'status') * Parliament (from French ''parler'' 'to speak') B ...

Centralisation
Centralisation or centralization (see spelling differences) is the process by which the activities of an organisation, particularly those regarding planning and decision-making, framing strategy and policies become concentrated within a particular geographical location group. This moves the important decision-making and planning powers within the center of the organisation. The term has a variety of meanings in several fields. In political science, centralisation refers to the concentration of a government's power—both geographically and politically—into a centralised government. An antonym of ''centralisation'' is '' decentralisation''. Centralisation in politics History of the centralisation of authority ''Centralisation of authority'' is the systematic and consistent concentration of authority at a central point or in a person within the organization. This idea was first introduced in the Qin Dynasty of China. The Qin government was highly bureaucratic and was administ ...
