Treasury (Hong Kong)
Financial Services and the Treasury Bureau (FSTB) is a part of the 15 policy bureaux for the Hong Kong Special Administrative Region. They are responsible for developing and executing government policy on finance and treasury. The agency was established on 1 July 2002. The current (since 1 July 2017) Secretary for Financial Services and the Treasury is Christopher Hui and the under secretary is Joseph Chan. History Financial Services Bureau was established on 1 July 1997. The previous form is Financial Services Branch under Colonial Hong Kong, headed by the Secretary for Financial Services. The Secretary for the Treasury (, formerly ) was a minister in the Government of Hong Kong between 1989 and 2002, responsible for maintaining the assets of the government. The position was replaced by Secretary for Financial Services and the Treasury in 2002 after merging the position with the portfolio of financial services. The treasury affairs were handled by the Deputy Financial Secretary before 1989. David Webb (Hong Kong Activist)
David Michael Webb (born 29 August 1965) is an activist investor, share market analyst and retired investment banker based in Hong Kong. Early life Webb graduated in Mathematics from Exeter College, Oxford in 1986. From 1981 to 1986 he was also an author of books and games for early home computers, particularly the Sinclair ZX Spectrum. He authored the Pac Man type game Spookyman and went on to create the acclaimed 3D Vector graphics game Starion on the Spectrum. After graduation he became an investment banker in London. He moved to Hong Kong in 1991. He retired from investment banking in 1998, and now lobbies extensively for increased transparency and public accountability of directors of public companies as well as for the Government of Hong Kong.
