Transport (constituency)
The Transport functional constituency () is a functional constituency in the elections for the Legislative Council of Hong Kong. 195 electors are only limited to 201 transport associations. A similar Transport and Communication functional constituency was created for the 1995 election by Governor Chris Patten with a much larger electorate base of total 109,716 eligible voters. Functional Constituency (Hong Kong)
In the political systems of Hong Kong, a functional constituency is a professional or special interest group involved in the electoral process. Eligible voters in a functional constituency may include natural persons as well as other designated legal entities such as organisations and corporations. (See: legal personality) History The concept of functional constituencies (FC) in Hong Kong was first developed in the release of "Green Paper: A Pattern of District Administration in Hong Kong" on 18 July 1984 when indirect elections were introduced to the Legislative Council for the first time. The paper suggested that the Legislative Council create 24 seats with 12 seats from different professional interest groups. Yuen Mo () GBS JP (born November 1941) is a business leader in Hong Kong. Yuen joined China Merchants, a shipping company, in 1964, and served in various positions such as Deputy General Manager of Hong Kong Ming Wah Shipping Co. Ltd., Deputy General Manager of China Merchants Steam Navigation Co. Ltd. Thomas Pang Cheung-wai, Silver Bauhinia Star, SBS, Justice of Peace, JP (, born 1954) is the current vice-chairman of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), the largest pro-Beijing camp, pro-Beijing party in Hong Kong. Frankie Yick Chi-ming, SBS (, born 1953) is an engineer, businessman and member of the Legislative Council of Hong Kong for the Transport functional constituency. He was awarded the Silver Bauhinia Star by the Hong Kong SAR Government in 2017. In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. Instant-runoff voting (IRV) is a type of ranked preferential voting method. It uses a majority voting rule in single-winner elections where there are more than two candidates.
