The Korean Confederation of Trade Unions (KCTU), literally translated as National Democratic Confederation of Trade Unions, also known as Minju-nochong ( ko, 민주노총; acronym for ''KCTU'' in Korean language) is a national trade union centre in South Korea officially established in 1995. Its predecessor was the National Council of Trade Unions (NCTU), established in 1990 as an independent, democratically operated alternative to the Federation of Korean Trade Unions. Following the 2016–17 South Korean protests (Candlelight Demonstrations), the KCTU has seen accelerated growth in union enrollment, reaching 1,134,056 members in 2020 and making it the second largest industrial union confederation in Korea. The Federation of Korean Trade Unions (FKTU) is a national trade union center in South Korea formed in 1960. It represents the company union tendency of the South Korean labour movement, as opposed to the more militant Korean Confederation of Trade Unions (KCTU). After the May 16 coup in 1961, the Park Chung-hee regime dissolved the General Federation of Korean Trade Unions and its affiliates. The FKTU was placed under the guidance of the military authorities. The FKTU was the sole legal trade union center in South Korea until the KCTU was finally recognized in November 1999. South Korea's Ministry of Employment and Labor (MOEL, 고용노동부) is a cabinet-level ministry overseeing labor affairs. Its predecessor agency, the Division of Labor, was established under the direction of the Minister of Social Affairs (사회부장관) on 11 November 1948. It was upgraded to a cabinet ministry on 8 April 1981. The headquarters are located in Building #11 of the Sejong Government Complex in Sejong City. Women in Asia have been organizing to address workplace issues, such as unequal pay and workplace violence as early as the 1880s. The formation of women's labor unions in South Korea began in the late 1970s with the Minjung movement, as it is based on the mobilization of young female factory workers and martial law suspended labor rights. Women in South Korea are typically irregular workers, who are not protected by labor laws, make up to 35% less in wages than men, and are less likely to be a union member. The representation of women in leadership positions in unions are also stark with few unions such as the Korean Federation of Trade Unions (KCTU) trying to increase their number of women leaders.
