State Secretary (Norway)
In Norway, a state secretary ( no, statssekretær) is a partisan political position within the executive branch of government. Contrary to the position secretary of state in many other countries, a Norwegian state secretary does not head his or her ministry, rather, they are second in rank to a minister. Resembling a ''de facto'' vice minister, the state secretary, however, cannot attend a Council of State, and does not act as a temporary minister in case of illness or other leave of absence. Modern use The modern state secretary institution was established in 1947, following a 78-41 vote in the Norwegian Parliament. The Labour and Communist parties voted for, whereas the Agrarian (Centre), Christian Democratic, Liberal, and Conservative parties voted against. Robert Hermansen
Robert Hermansen (born 1939 in Botne) is a Norwegian businessperson. He is a former chief executive of Store Norske Spitsbergen Kulkompani. He has been chairman of Troms Kraft since 2008. He has also chaired the board of the Regional Development Fund. In 2011, B. Thorsen of Økokrim reported that Hermansen had confessed to formal charges of corruption. At his trial, he confessed to formal charges of corruption on 23 September 2011. He was sentenced to 2 years in prison, by Nord-Troms District Court on 3 October 2011. Kjell Holler
Kjell Torbjørn Holler (29 June 1925 – 1 November 2000) was a Norwegian economist and politician with the Norwegian Labour Party. Biography Holler was born at Tinn in Telemark, Norway. He graduated with a degree in economics at the University of Oslo in 1950. From 1950 to 1952 Holler was an employee at the daily newspaper ''Arbeiderbladet''. He later handled media relations and community contact at the telecommunications company Televerket. Holler was chairman of Televerket from 1974 until he took over as director general 1980–1991. Jon Fredrik Baksaas (born 1954) is the Chairman of the GSMA and until August 2015 the CEO of Telenor. He now serves as a special adviser to the telecommunications company's Group Executive Management team.
