Tony Clark (North Dakota)
Tony Clark (born December 31, 1971) is a North Dakota Republican politician who served as a Public Service Commissioner from 2001 until 2012 when he was appointed to the Federal Energy Regulatory Commission. Biography He is a graduate of Fargo North High School, and an alumnus of both NDSU and UND. He was elected to the Public Service Commission of the U.S. state of North Dakota in 2000, and was re-elected in 2006. Prior to being elected Public Service Commissioner, Clark served in the cabinet of Governor Ed Schafer as North Dakota Labor Commissioner, and was the Administrative Officer for the state Tax Department. North Dakota Public Service Commissioner
The North Dakota Public Service Commission is a constitutional agency that maintains various degrees of statutory authority over utilities, telecommunications, railroads, grain elevators, pipeline safety, and other functions in North Dakota. Established before North Dakota became a state, the Dakota Territory established a Board of Railroad Commissioners in 1885 to oversee railroads, sleeping car, and express companies. With the state's creation in 1889, the board was known as the North Dakota Railroad Commission, North Dakota Board of Railroad Commissioners. The commission gained authority over the telephone companies in 1915, and over all public utilities (water, gas, steam heat, and electricity) in 1919. North Dakota House Of Representatives
The North Dakota House of Representatives is the lower house of the North Dakota Legislative Assembly and is larger than the North Dakota Senate. North Dakota is divided into between 40 and 54 legislative districts apportioned by population as determined by the decennial census. The 2000 redistricting plan provided for 47 districts. As each district elects two Representatives to the House, there are currently 94 representatives in the House. Representatives serve four-year terms. Elections are staggered such that half the districts have elections every two years. Originally, the North Dakota Constitution limited members of the North Dakota House of Representatives to two-year terms, with all representatives standing for reelection at the same time. That practice continued until 1996, when the voters approved a constitutional amendment that changed the term for representatives to four-years with staggered terms.
