Tibla
''Tibla'' (''tiblad'' in plural) is an insult in the Estonian language, which typically refers to a Russian-speaking citizen of the former Soviet Union (USSR) who is hostile towards other cultures and countries. "Tibla" was a censored word during the 1944–1991 Soviet occupation of Estonia. Origin There are several hypotheses about the origin of the word. Estonian journalist Voldemar Kures in the 1962 "Väliseestlase kalender" ("Calendar for Estonians Abroad", "An Expat Estonian's Calendar") suggests, that the word comes from the name of the Vitebsk Governorate, in reference to Russian construction workers during World War I, who mostly came to Estonia from Vitebsk and were considered rather dumb. They were called "''tipski''" (a corruption of ''Vitebski'' – "one of Vitebsk"; ''tipskid'' in plural), which later became "tibla". ''Homo Sovieticus'' (Dog Latin for "Soviet Man") is a pejorative for an average conformist person in the Soviet Union and other countries of the Eastern Bloc. The term was popularized by Soviet writer and sociologist Aleksandr Zinovyev, who wrote the book titled ''Homo Sovieticus''. Michel Heller asserted that the term was coined in the introduction of a 1974 monograph "Sovetskye lyudi" ("Soviet People") to describe the next level of evolution of humanity thanks to the success of Marxist social experiment. In a book published in 1981, but available in ''samizdat'' in the 1970s, Zinovyev also coined an abbreviation ''homosos'' (''гомосос'', literally a ''homosucker''). Retard (pejorative)
In modern use, retard is a pejorative term either for someone with a mental disability or for someone who is considered stupid, slow to understand, or ineffective in some way. The adjective retarded is in the same way used for something very foolish or stupid. Because it is now considered offensive, the word is commonly referred to by the euphemisms "r-word" and "r-slur". It was previously used as a medical term. The verb "to retard" means to delay or hold back, and so "retard" became known as a medical term in the late 19th and early 20th centuries to describe children with intellectual disabilities, or ''retarded mental development''. Until the 1960s, the terms '' moron'', ''idiot'', ''cretin'', and ''imbecile'' were all genuine, non-offensive terms to refer to people with mental intellectual disabilities and low intelligence. Ivan Orav (September 1, 1908 – June 19, 2009) is a fictional character created by Estonian writer Andrus Kivirähk, who published a book ''"Memoirs of Ivan Orav or the Past as Azure Mountains"'' (''Ivan Orava mälestused, ehk, Minevik kui helesinised mäed'') in 1995.
