Théophile Wahis
Lieutenant-General Baron Théophile Wahis (; 27 April 1844–26 January 1921) was a Belgian soldier and colonial civil servant who served as Governor-General of the Congo Free State and, subsequently, the Belgian Congo for two terms between 1891 and 1912. He was the longest ruling of Belgian colonial governors. Career Théophile Wahis was born in Menen in West Flanders, Belgium, on 27 April 1844 to a military family. He entered the Belgian Army and studied at the Royal Military Academy in Brussels. During the Franco-Mexican War (1864–67), Wahis volunteered for service in the Belgian Legion sent to Mexico to fight alongside French and Imperial Mexican Forces. Wahis served with distinction in Mexico, returning to the Belgian military in 1867 but was frustrated by the lack of promotion. This is a list of European colonial administrators responsible for the territory of the Congo Free State and Belgian Congo (today the Democratic Republic of the Congo). International Association of the Congo Prior to the creation of the Congo Free State, the International Association of the Congo (IAC) had signed treaties with over 300 native Congolese chiefs and in effect exercised sovereignty over a large area of the Congo Basin. The IAC was headquartered in Belgium and run by a committee under the presidency of Maximilien Strauch. Prior to the creation of the office of Administrator-General, authority on the ground in the Congo had been exercised by a Chief of Expedition, who until April 1884 was Henry Morton Stanley. Félicien Cattier (1869–1946) was a very prominent Belgian banker, financier and philanthropist. He was also professor of law at the Free University of Brussels. He was governor of the powerful trust, the Société Générale de Belgique and chairman of the Union minière du-Haut-Katanga amongst many other companies.
