Theodore A. Bingham
Brigadier General Theodore Alfred Bingham (May 14, 1858 – September 6, 1934) was the New York City police commissioner from 1906 to 1909. Early life Bingham was born at Andover, Connecticut on May 14, 1858, to Joel Foote Bingham (1827–1914), a clergyman, and Susan Elizabeth ( Grew) Bingham (1834–1908). Bingham graduated from West Point Military Academy in 1879, receiving a commission as second lieutenant. Career Between 1879 and 1890, he served in various capacities as an engineering officer and as a military attaché in Berlin and Rome. He served as superintendent of the public buildings and grounds at Washington from 1897 to 1901 with the rank of colonel. He was transferred to Buffalo, New York on an engineering assignment where he suffered an accident which caused the loss of a leg, forcing his retirement from active service in the army in 1904 at the rank of brigadier general. NYPD Commissioner
The New York City Police Commissioner is the head of the New York City Police Department and presiding member of the Board of Commissioners. The commissioner is appointed by and serves at the pleasure of the mayor. The commissioner is responsible for the day-to-day operations of the department as well as the appointment of deputies including the Chief of Department and subordinate officers. Commissioners are civilian administrators, and they and their subordinate deputies are civilians under an oath of office, not sworn members of the force. New York Supreme Court
The Supreme Court of the State of New York is the trial-level court of general jurisdiction in the New York State Unified Court System. (Its Appellate Division is also the highest intermediate appellate court.) It is vested with unlimited civil and criminal jurisdiction, although in many counties outside New York City it acts primarily as a court of civil jurisdiction, with most criminal matters handled in County Court. The court is radically different from its counterparts in nearly all other states in that the Supreme Court is a trial court and is not the highest court in the state. The highest court of the State of New York is the Court of Appeals. Emmanuel Théodore Bernard Marie d'Albert de Luynes, Duke of Chaulnes and Picquigny (10 April 1878 – 24 April 1908) was a French nobleman. Early life Luynes was born in Paris on 10 April 1878. Theodora Mary d'Albert, Duchess of Chaulnes (née Theodora Mary Shonts; March 21, 1882 – 19 October 1966) was an American heiress who married into the French nobility.
