Texas State Treasurer
Texas State Treasurer was an elected constitutional officer in the executive branch of the state government of Texas, responsible for overseeing the financial operations of state government. The position was established in the Constitution of 1876. It was abolished in 1996. History The office of State Treasurer superseded a similar office in the Republic of Texas. The Treasurer had a four-year term as head of the State Treasury Department. Duties were divided between the State Treasurer and the Texas Comptroller of Public Accounts. Over time, the Texas Legislature transferred most of the Treasurer's functions to the Comptroller's office. The last State Treasurer, Martha Whitehead, successfully campaigned for office in 1994 on the premise of abolishing the position and transferring its few remaining duties to the Comptroller's office. Francis Lubbock
Francis Richard Lubbock (October 16, 1815June 22, 1905) was the ninth Governor of Texas and was in office during the American Civil War. He was the brother of Thomas Saltus Lubbock, for whom Lubbock County, Texas, and the eponymous county seat are named. Early life Francis Lubbock was born on October 16, 1815, to Dr. Henry Thomas Willis and Susan Ann (Saltus) Lubbock in Beaufort, South Carolina. Although his family moved to Charleston shortly after he was born, Lubbock would return to Beaufort for his adolescent years while attending boarding school. Lubbock was a businessman in South Carolina before moving to Texas in 1836. During the Republic of Texas period, President Sam Houston appointed Lubbock to be comptroller. Kay Bailey Hutchison
Kay Bailey Hutchison (born Kathryn Ann Bailey; July 22, 1943) is an American attorney, television correspondent, politician, diplomat, and was the 22nd United States Permanent Representative to NATO from 2017 until 2021. A member of the Republican Party, she was a United States Senator from Texas from 1993 to 2013. Born in Galveston, Texas, Hutchison is a graduate of the University of Texas at Austin. Ann Richards
Dorothy Ann Richards (née Willis; September 1, 1933 – September 13, 2006) was an American politician who served as the 45th governor of Texas from 1991 to 1995. A Democrat, she first came to national attention as the Texas State Treasurer, when she gave the keynote address at the 1988 Democratic National Convention. Jesse William James (October 10, 1904 – September 29, 1977) was an American politician from Texas. A member of the Democratic Party, James served as Texas State Treasurer from 1941 until his death in 1977. His near 36-year tenure made him the longest serving Texas State Treasurer. James served in the Texas House of Representatives from 1933 to 1937, when he resigned to accept a position in the office of the state treasurer. When the incumbent state treasurer, Charley Lockhart, resigned due to poor health, Governor Coke R. Stevenson appointed James to the office. Charley Lockhart
Charley R. Lockhart (August 1876 - 1954) was Texas State Treasurer from 1931 - 1941. He was the shortest Texas elected official at 3'9" (114 cm) tall. Early life Lockhart born in Dallas County, Texas in August 1876 to John C. R. and Lucretia Lockhart. They moved to Snyder, Texas in 1898. Career Lockhart was elected Scurry County treasurer in 1900. He was re-elected to the county office eight times. In 1919 he went to Austin to work with the sergeant-at-arms of the Texas House of Representatives. In 1930 he was elected state treasurer. Interest
In finance and economics, interest is payment from a borrower or deposit-taking financial institution to a lender or depositor of an amount above repayment of the principal sum (that is, the amount borrowed), at a particular rate. It is distinct from a fee which the borrower may pay the lender or some third party. A sin tax is an excise tax specifically levied on certain goods deemed harmful to society and individuals, such as alcohol, tobacco, drugs, candies, soft drinks, fast foods, coffee, sugar, gambling, and pornography.
