Tenderpreneur
In South Africa, a tenderpreneur is a person in government or the private sector who obtains private or government tenders and contracts to facilitate outsourced services. The word ''tenderpreneur'' is a portmanteau of "tendering" and "entrepreneur". Some commentators believe that this practice might give rise to a kleptocracy as a deviant mutation of a democracy if left unchecked. In this regard a kleptocracy is defined as the condition arising when a political elite manipulates the three arms of government (legislative, executive and judicial) with the intention of capturing resources that will enrich that elite, a general phenomenon known as elite capture. Tenderpreneurship is often accomplished by overpricing and/or shoddy workmanship and/or excessive 'under the table' advances termed "commissions". ''The Star'', a South African newspaper, describes a tenderpreneur as "someone politically well-connected who has got rich through the government tendering system". In January 2010 ...

Tendering
An invitation to tender (ITT, otherwise known as a call for bids or a request for tenders) is a formal, structured procedure for generating competing offers from different potential suppliers or contractors looking to obtain an award of business activity in works, supply, or service contracts, often from companies who have been previously assessed for suitability by means of a supplier questionnaire (SQ) or pre-qualification questionnaire (PQQ). The term "notice inviting tenders" (NIT) is often used in purchasing in India. An ITT differs from a request for quotation (RFQ) or a request for proposal (RFP), in which case other reasons (technology used, quality) might cause or allow choice of the second best offer. An RFP is a request for a price from a buyer but the buyer would also expect suggestions and ideas on how the project work should be done. RFPs are thus focused on more than just pricing/cost, they entail a bit of consulting from the contractor or vendor. The closest equi ...

Entrepreneur
Entrepreneurship is the creation or extraction of economic value. With this definition, entrepreneurship is viewed as change, generally entailing risk beyond what is normally encountered in starting a business, which may include other values than simply economic ones. An entrepreneur is an individual who creates and/or invests in one or more businesses, bearing most of the risks and enjoying most of the rewards. The process of setting up a business is known as entrepreneurship. The entrepreneur is commonly seen as an innovator, a source of new ideas, goods, services, and business/or procedures. More narrow definitions have described entrepreneurship as the process of designing, launching and running a new business, which is often similar to a small business, or as the "capacity and willingness to develop, organize and manage a business venture along with any of its risks to make a profit." The people who create these businesses are often referred to as entrepreneurs. While de ...

Kleptocracy
Kleptocracy (from Greek κλέπτης ''kléptēs'', "thief", κλέπτω ''kléptō'', "I steal", and -κρατία -''kratía'' from κράτος ''krátos'', "power, rule") is a government whose corrupt leaders (kleptocrats) use political power to expropriate the wealth of the people and land they govern, typically by embezzling or misappropriating government funds at the expense of the wider population."Kleptocracy". ''The Oxford English Dictionary''. Oxford University Press. 1st ed. 1909. Thievocracy means literally the rule by thievery and is a term used synonymously to kleptocracy. One feature of political-based socioeconomic thievery is that there is often no public announcement explaining or apologizing for misappropriations, nor any legal charges or punishment levied against the offenders. Kleptocracy is different from plutocracy (rule by the richest) and oligarchy (rule by a small elite). In a kleptocracy, corrupt politicians enrich themselves secretly outside the ...

Elite Capture
Elite capture is a form of corruption whereby public resources are biased for the benefit of a few individuals of superior social status in detriment to the welfare of the larger population. Elites are groups of individuals who, because of self-ratifying factors such as social class, asset ownership, religious affiliations, political power, historic discrimination among social groups, political party affiliation, or economic position, have decision-making power in processes of public concern. This specific form of corruption occurs when elites use public funds, originally intended to be invested in services that benefit the larger population, to fund projects that would only benefit them. This form of corruption is differentiated from outright criminal corruption such as embezzlement, misappropriation, or other diversion of funds by a public official. Elite capture is related to information asymmetry, inefficient regulation or inefficient allocation of resources. This causes a ...

Corruption In South Africa
Corruption in South Africa includes the improper use of public resources for private ends, including bribery and improper favouritism. The 2017 Transparency International Corruption Perceptions Index assigned South Africa a score of 43 out of 100, ranking South Africa 71 out of 180 countries; a high score and a low ranking signals that the country's public sector is perceived to be honest. There was a marginal improvement by 2021, when South Africa received a score of 44, ranking it 70 out of 180 countries. Nonetheless, this remains below its score of 45 in 2016. Countries with scores below 50 are believed to have serious corruption problems. South Africa has a robust anti-corruption framework, but laws are inadequately enforced and accountability in public sectors such as healthcare remain below par. In addition, internal sanctions have been employed to discourage whistle-blowers from reporting corrupt activities in both the public and private sectors – according to a 2021 Af ...

Economy Of South Africa
The Economy of South Africa is the third largest in Africa and the most industrialized, technologically advanced, and diversified economy in Africa overall. South Africa is an upper-middle-income economy, one of only eight such countries in Africa. Following 1996, at the end of over twelve years of international sanctions, South Africa's Gross Domestic Product (nominal) almost tripled to a peak of US$416 billion in 2011. In the same period, foreign exchange reserves increased from US$3 billion to nearly US$50 billion, creating a diversified economy with a growing and sizable middle class, within two decades of ending apartheid. Although the natural resource extraction industry remains one of the largest in the country with an annual contribution to the GDP of US $13.5 billion, the economy of South Africa has diversified since the end of apartheid, particularly towards services. In 2019, the financial industry contributed US$41.4 billion to South Africa's GDP. In 2021, South Africa ...
