''California Technical Bulletin 117'' (TB 117) is a California fire safety law, first implemented in 1975. It has recently been updated as a Technical Bulletin 117-2013. The law requires fabric to pass a smoldering test. The test exposes fabrics and foams to burning cigarettes for 45 minutes. The ignition and char level are measured, with the goal being that the cigarette extinguishes without the fabric or foam igniting. Safety is the state of being "safe", the condition of being protected from harm or other danger. Fire prevention is a function of many fire departments. The goal of fire prevention is to educate the public on the precautions which should be taken to prevent potentially harmful fires and how to survive these fires in the event that they do occur. It is a proactive method of preventing fire-based emergencies and reducing the damage caused by them.
