Take-note Debate
A take-note debate is a type of debate that allows members of a parliament to debate a matter of public policy, without making any decision. When the members of the house have concluded the debate, the house moves on to other business, without a vote being taken. It is found in some parliaments based on the Westminster parliamentary system. The name comes from the first line of the motion initiating the debate: "That this House takes note of ...", followed by the issue to be discussed. The purpose of a take-note debate is to allow the members of parliament to express their opinions on the issue, and for the members of the cabinet to assess the views of the house. A government may institute a take-note debate to assist it in deciding on a course of action with respect to the issue under consideration, prior to introducing government policy measures or legislation. Jean Chrétien
Joseph Jacques Jean Chrétien (; born January 11, 1934) is a Canadian lawyer and politician who served as the 20th prime minister of Canada from 1993 to 2003. Born and raised in Shawinigan Falls, Quebec, Chrétien is a law graduate from Université Laval. A Liberal, he was first elected to the House of Commons in 1963. He served in various cabinet posts under Prime Minister Pierre Trudeau, most prominently as minister of Indian affairs and northern development, president of the Treasury Board, minister of finance, and minister of justice. Parliamentary procedure is the accepted rules, ethics, and customs governing meetings of an assembly or organization. In the Westminster system, an adjournment debate is a debate on the motion, "That this House do now adjourn." In practice, this is a way of enabling the House to have a debate on a subject without considering a substantive motion. Types of debate There are generally two types of adjournment debate: those proposed by the government, which are used from time to time to permit general debates on topical subjects (e.g. flooding and coastal defenses, regional affairs or International Women's Day); and the half-hour adjournment at the end of each day's sitting. Kamloops Indian Residential School
The Kamloops Indian Residential School was part of the Canadian Indian residential school system. Located in Kamloops, British Columbia, it was once the largest residential school in Canada, with its enrolment peaking at 500 in the 1950s. The school was established in 1890 and remained in operation until 1969, when it was taken over by the federal government from the Catholic Church to be used as a day school residence. It closed in 1978. The school building still stands today, and is located on the Tk’emlúps te Secwépemc First Nation. In the early 2000s, a tourist discovered a juvenile rib in the area, and in the late 1990s a child's tooth was found. A committee of the whole is a meeting of a legislative or deliberative assembly using procedural rules that are based on those of a committee, except that in this case the committee includes all members of the assembly. As with other (standing) committees, the activities of a committee of the whole are limited to considering and making recommendations on matters that the assembly has referred to it; it cannot take up other matters or vote directly on the assembly's business. The purpose of a committee of the whole is to relax the usual limits on debate, allowing a more open exchange of views without the urgency of a final vote. Order Paper
The Order Paper is a daily publication in the Westminster system of government which lists the business of parliament for that day's sitting. A separate paper is issued daily for each house of the legislature. The Order Paper provides members of the legislature with details of what will be happening in that house, including the questions that have been tabled for departmental question sessions and members who have been selected to speak. It also gives details of when and where the standing committees and select committees will be meeting, and the list of debates to be held. Written questions tabled to ministers by members of the legislature on the previous day are listed at the back of the order paper.
