Transcaucasus Electoral District (Russian Constituent Assembly Election, 1917)
The Transcaucasus electoral district (russian: Закавказский избирательный округ) was a constituency created for the 1917 Russian Constituent Assembly election. The electoral district covered the Baku Governorate, the Elizavetpol Governorate, the Erivan Governorate, the Kutais Governorate, the Tiflis Governorate, the Batum Oblast, the Kars Oblast, the Sukhum Okrug and the Zakatal Okrug. Creation of the Transcaucasian constituency Across Russia, electoral districts for the Constituent Assembly election generally followed governorate or oblast boundaries. But in the southern Caucasus a single constituency was created for six governorates, two oblasts and two okrugs. Goychay ( az, Göyçay, russian: Геокчай) is a city, municipality and the capital of the Goychay District of Azerbaijan. The municipality includes the city of Goychay and the nearby village of Qızılqaya. As of December 2016 the urban population of Goychay was estimated at 42,500, an increase of around 20% since 2004 when the population was recorded as being 35,344. The Absheron Peninsula ( az, Abşeron yarımadası) is a peninsula in Azerbaijan. It is the location of Baku, the biggest and the most populous city of the country, and also the Baku metropolitan area, with its satellite cities Sumqayit and Khyrdalan. The Special Transcaucasian Committee (Russian: Особый Закавказский Комитет ''Osobyi Zakavkazskii Komitet'' (OZaKom, Ozakom or OZAKOM)) was established on March 9, 1917, with Member of the State Duma V.
