Traffic Collision Reconstruction
Traffic collision reconstruction is the process of investigating, analyzing, and drawing conclusions about the causes and events during a vehicle collision. Reconstructionists conduct collision analysis and reconstruction to identify the cause of a collision and contributing factors including the role of the driver(s), vehicle(s), roadway and general environment. Physics and engineering principles are the basis for these analyses and may involved the use of software for calculations and simulations. Collision reconstruction is sometimes used as the basis of expert witness testimony at trials. Collision reconstructions are performed in cases involving fatalities or personal injury. Results from collision reconstructions are also sometimes used for making roads and highways safer, as well as improving safety aspects of motor vehicle designs. Reconstructions are typically conducted by forensic engineers, specialized units in law enforcement agencies, or private consultants. Hist ... Expert Witnesses
An expert witness, particularly in common law countries such as the United Kingdom, Australia, and the United States, is a person whose opinion by virtue of education, training, certification, skills or experience, is accepted by the judge as an expert. The judge may consider the witness's specialized (scientific, technical or other) opinion about evidence or about facts before the court within the expert's area of expertise, to be referred to as an "expert opinion". Expert witnesses may also deliver "expert evidence" within the area of their expertise. Their testimony may be rebutted by testimony from other experts or by other evidence or facts. History The forensic expert practice is an ancient profession. For example, in ancient Babylonia, midwifery, midwives were used as experts in determining pregnancy, virginity and female fertility. Similarly, the Roman Empire recognized midwives, handwriting experts and land surveyors as legal experts. The codified use of expert witne ... Witness
In law, a witness is someone who has knowledge about a matter, whether they have sensed it or are testifying on another witnesses' behalf. In law a witness is someone who, either voluntarily or under compulsion, provides testimonial evidence, either oral or written, of what they know or claim to know. In law a witness might be compelled to provide testimony in court, before a grand jury, before an administrative tribunal, before a deposition officer, or in a variety of other legal proceedings. A subpoena is a legal document that commands a person to appear at a proceeding. It is used to compel the testimony of a witness in a trial. Usually, it can be issued by a judge or by the lawyer representing the plaintiff or the defendant in a civil trial or by the prosecutor or the defense attorney in a criminal proceeding, or by a government agency. In many jurisdictions, it is compulsory to comply with the subpoena and either take an oath or solemnly affirm to testify truthfully unde ... Assured Clear Distance Ahead
In legal terminology, the assured clear distance ahead (ACDA) is the distance ahead of any terrestrial locomotive device such as a land vehicle, typically an automobile, or watercraft, within which they should be able to bring the device to a halt. It is one of the most fundamental principles governing ordinary care and the duty of care for all methods of conveyance, and is frequently used to determine if a driver is in proper control and is a nearly universally implicit consideration in vehicular accident liability. The rule is a precautionary trivial burden required to avert the great probable gravity of precious life loss and momentous damage. Satisfying the ACDA rule is necessary but not sufficient to comply with the more generalized basic speed law, and accordingly, it may be used as both a layman's criterion and judicial test for courts to use in determining if a particular speed is negligent, but not to prove it is safe. As a spatial standard of care, it also serves as r ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Accident Data Recorder
The accident data recorder (ADR, German commonly abbr.: UDS, also accident (data) writer), is an independent electronic device that records before, during, and after a traffic accident relevant data and thus resembles a flight recorder. It can be installed in motor vehicles (cars, trucks, buses, motorcycles, trams, and special vehicles) on a voluntary basis in order to obtain more accurate information about the events in an accident. In some countries there are regulations for mandatory installation in different vehicles. The accident data recorder constantly records various data of the vehicle (such as speed, direction of travel, longitudinal and transverse vehicle acceleration, status of the lights, turn signals and braking, etc.) and records them for some time before they are automatically cleared. In the case of an accident (this is detected by a strong acceleration of the vehicle as a result of an impulse), certain periods of time (usually in the two-digit seconds range) ... California Highway Patrol
The California Highway Patrol (CHP) is a state law enforcement agency of the U.S. state of California. The CHP has primary patrol jurisdiction over all California highways and roads and streets outside city limits, and can exercise law enforcement powers anywhere within the state. The California Highway Patrol can assist local and county agencies and can patrol major city streets along with local and county law enforcement, state and interstate highways, and is the primary law enforcement agency in rural parts of the state. The California State Legislature originally established the California Highway Patrol as a branch of the Division of Motor Vehicles in the Department of Public Works, with legislation signed by Governor C. C. Young on August 14, 1929. It was subsequently established as a separate department with legislation signed by Governor Earl Warren in 1947. The CHP gradually assumed increased responsibility beyond the enforcement of the State Vehicle Ac ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Toronto Police CRU
Toronto ( ; or ) is the capital city of the Canadian province of Ontario. With a recorded population of 2,794,356 in 2021, it is the most populous city in Canada and the fourth most populous city in North America. The city is the anchor of the Golden Horseshoe, an urban agglomeration of 9,765,188 people (as of 2021) surrounding the western end of Lake Ontario, while the Greater Toronto Area proper had a 2021 population of 6,712,341. Toronto is an international centre of business, finance, arts, sports and culture, and is recognized as one of the most multicultural and cosmopolitan cities in the world. Indigenous peoples have travelled through and inhabited the Toronto area, located on a broad sloping plateau interspersed with rivers, deep ravines, and urban forest, for more than 10,000 years. After the broadly disputed Toronto Purchase, when the Mississauga surrendered the area to the British Crown, the British established the town of York in 1793 and later designated i ... Event Data Recorder
An event data recorder (EDR), more specifically motor vehicle event data recorder (MVEDR), similar to an accident data recorder (ADR) sometimes referred to informally as an automotive black box (by analogy with the common nickname for flight recorders), is a device installed in some automobiles to record information related to traffic collisions. In the USA EDRs must meet federal standards, as described within the U.S. Code of Federal Regulations. The term generally refers to a simple, tamper-proof, read-write memory device. The role of the EDR is limited compared to journey data recorders such as digital tachograph in Europe or electronic logging device in the USA which may also be referred to as a black box or in-vehicle data recorder. In modern diesel trucks, EDRs are triggered by electronically sensed problems in the engine (often called faults), or a sudden change in wheel speed. One or more of these conditions may occur because of an accident. Information from these dev ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Road Debris
Road debris, a form of road hazard, is debris on or off a road. Road debris includes substances, materials, and objects that are foreign to the normal roadway environment. Debris may be produced by vehicular or non-vehicular sources, but in all cases it is considered litter, a form of solid waste., AAA Foundation for Traffic Safety press release o"The Safety Impact of Vehicle-Related Road Debris" Gerry Forbes and John Robinson, June 2004 Debris may tend to collect in areas where vehicles do not drive, such as on the edges (shoulder), around traffic islands, and junctions. Road spray or tire kickup is road debris (usually liquid water) that has been kicked up, pushed out, or sprayed out from a tire. In 2004, a AAA Foundation for Traffic Safety study revealed that vehicle-related road debris caused 25,000 accidents and nearly 100 deaths a year. Causes Road debris can be caused by various factors, including objects falling off vehicles or natural disasters and weather, specifical ... Diesel Fuel
Diesel fuel , also called diesel oil, is any liquid fuel specifically designed for use in a diesel engine, a type of internal combustion engine in which fuel ignition takes place without a spark as a result of compression of the inlet air and then injection of fuel. Therefore, diesel fuel needs good compression ignition characteristics. The most common type of diesel fuel is a specific fractional distillate of petroleum fuel oil, but alternatives that are not derived from petroleum, such as biodiesel, biomass to liquid (BTL) or gas to liquid (GTL) diesel are increasingly being developed and adopted. To distinguish these types, petroleum-derived diesel is sometimes called petrodiesel in some academic circles. In many countries, diesel fuel is standardised. For example, in the European Union, the standard for diesel fuel is EN 590. Diesel fuel has many colloquial names; most commonly, it is simply referred to as ''diesel''. In the United Kingdom, diesel fuel for on-road use is c ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Black Ice
Black ice, sometimes called clear ice, is a thin coating of glaze ice on a surface, especially on streets. The ice itself is not black, but visually transparent, allowing the often black road below to be seen through it. The typically low levels of noticeable ice pellets, snow, or sleet surrounding black ice means that areas of the ice are often practically invisible to drivers or people stepping on it. There is, thus, a risk of slippage and subsequent accident due to the unexpected loss of traction. Definitions The term "black ice" in the United States is defined by the National Weather Service as "patchy ice on roadways or other transportation surfaces that cannot easily be seen. It is often clear (not white) with the black road surface visible underneath. It is most prevalent during the early morning hours, especially after snowmelt on the roadways has a chance to refreeze overnight when the temperature drops below freezing. Black ice can also form when roadways are slick ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |
