The Panel Of Environmental And Social Experts
The Panel of Environmental and Social Experts (POE) is an advisory body made up of western academics which reports on the social and environmental costs of the Nam Theun 2 Dam, a hydroelectric project on the Nam Theun River in Laos. In its yearly to biyearly reports, the panel makes recommendations to minimize the project's negative impacts and maximize the positive effect. The panel also provided the initial social and environmental justification for the dam's creation. Despite its stated aims, the body has received numerous criticisms from scholars and NGOs regarding its efficacy. Allegations involve a neocolonial mindset and the suppression of negative findings for financial gain. Nam Theun 2 Dam
The Nam Theun 2 Hydropower Project, or simply NT2, is a hydroelectric dam on the Nam Theun River in Laos. Commercial operation of the plant began in April 2010. The scheme diverts water from the Nam Theun, a tributary of the Mekong River, to the Xe Bang Fai River, enabling a generation capacity of , from a difference in elevation between the reservoir and the power station. It is the largest hydroelectric project so far in Laos, exporting power to Thailand and supplying the local area with electricity. At the time of signing in 2005, NT2 was the largest foreign investment in Laos, the world's largest private sector cross-border power project financing, the largest private sector hydroelectric project financing, and one of the largest internationally financed IPP projects in Southeast Asia. Nam Theun River
Nam Theun (also known as ''Khading''), is a river in Laos, in Khammouane and Bolikhamsai Provinces. Together with its tributaries Nam One, Nam Noy, and Nam Theun it has total length of and drains an area of . "Nam Theun" is also three options for large dams on the same river, called Nam Theun 1, Nam Theun 1-2 and Nam Theun 2. Mekong River
The Mekong or Mekong River is a trans-boundary river in East Asia and Southeast Asia. It is the world's twelfth longest river and the third longest in Asia. Bolaven Plateau
The Bolaven Plateau is an elevated region in southern Laos. Most of the plateau is located within Champasak Province of Laos, though the edges of the plateau are also located in Salavan, Sekong and Attapeu Provinces. It is located between the Annamite Mountain Range, along which runs Laos' eastern border with Vietnam, and the Mekong River to the west, at about . The plateau's elevation ranges approximately from above sea level. The plateau is crossed by several rivers and has many scenic waterfalls. The name Bolaven makes reference to the Laven ethnic group which has historically dominated the region. Fossil fuel The Hongsa Thermal Power Station is an 1,878-megawatt (MW) coal-fired power station in Hongsa District, Sainyabuli Province. It is a "mine mouth" facility, fueled by lignite from an adjacent mine. Its three power generating units came on line in 2015–2016. In February 2021, the Lao government announced that two lignite-fired power plants will constructed in Sekong Province. Work is to begin in 2021 and be completed by 2025. The electricity generated will be sold to Cambodia for 7.2 US cents per kWh. The first plant will be built by Phonesack Group in Kaleum District. It will have an installed capacity of 1,800MW.
