The Terms of Withdrawal from EU (Referendum) Bills were a series of private member's bills of the Parliament of the United Kingdom to make provision for the holding of a second referendum in the United Kingdom and Gibraltar on whether or not to leave the European Union either before Article 50 of the Lisbon Treaty can be triggered or following the conclusion of negotiations by the Welsh Labour MP Geraint Davies. The first version of this bill was presented in the 2016–2017 session of Parliament to the House of Commons and received its first reading on 6 July 2016 but lapsed when Parliament was dissolved. Withdrawal from the European Union is the legal and political process whereby an EU member state ceases to be a member of the Union. Article 50 of the Treaty on European Union ( TEU) states that "Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements". As of 2022, the United Kingdom is the only former member state to have withdrawn from the European Union. The process to do so began when the UK Government triggered Article 50 to begin the UK's withdrawal from the EU on 29 March 2017 following a June 2016 referendum, and the withdrawal was scheduled in law to occur on 29 March 2019. Subsequently, the UK sought, and was granted, a number of Article 50 extensions until 31 January 2020. Referendums in the United Kingdom are occasionally held at a national, regional or local level. Historically, national referendums are rare due to the long-standing principle of parliamentary sovereignty. There is no constitutional requirement to hold a national referendum for any purpose or on any issue; the UK Parliament is free to legislate through an Act of Parliament for a national plebiscite to be held on any question at any time, but these cannot be constitutionally binding on either the Government or Parliament, although they usually have a persuasive political effect. The European Union (Notification of Withdrawal) Act 2017 (c. 9) was an Act of the Parliament of the United Kingdom to empower the Prime Minister to give to the Council of the European Union the formal notice – required by Article 50 of the Treaty on European Union – for starting negotiations for the United Kingdom's withdrawal from the European Union.
