Due to the One-China policy held by the People's Republic of China, countries are only allowed to maintain relations with either Taiwan or the People's Republic of China. Tsai Ming-yen () is a Taiwanese International relations scholar and diplomat. Education and academic career Tsai completed a Bachelor of Arts in political science from Soochow University, followed by a Master of Laws from Tamkang University, and subsequently earned a doctorate in war studies at King's College London. In the early 2000s, Tsai was an associate research fellow within the division of strategic and international studies at the Taiwan Research Institute. Harry Ho-jen Tseng () is a Taiwanese diplomat who has served a deputy Minister of Foreign Affairs of Taiwan since 2020 and its representative to Canada since 2022. Career Tseng worked for the Ministry of Foreign Affairs (MOFA) between 1985 and 1989, leaving to pursue advanced degrees in the United States. He graduated from the Woodrow Wilson School of Public and International Affairs in 1991, and continued doctoral studies at the University of Virginia. Shen Lyu-shun (; 12 November 1949 – 6 January 2023) was a Taiwanese diplomat who served at posts in the United States and Europe. He also served in the Department of North American Affairs in the Taiwanese Ministry of Foreign Affairs. Chen Chien-jen (born 1939)
Chen Chien-jen (; born 11 August 1939) is a Taiwanese diplomat. Political career Chen served in the Legislative Yuan for one term from 1993 to 1996. He was then named the minister of the Government Information Office in 1998. The next year, he was appointed to lead the Ministry of Foreign Affairs. Chen planned to retire after stepping down at the end of President Lee Teng-hui's final term in 2000. However, Lee's successor Chen Shui-bian asked Chen Chien-jen to reconsider. Chen eventually chose to accept the post of representative to the United States. He postponed retirement again in 2004 to become the representative to the European Union and Belgium.
