Syarhey Mikalayevich Rumas ( be, Сяргей Мікалаевіч Румас, russian: Сергей Николаевич Румас, Sergey Nikolayevich Rumas; born 1 December 1969) is a Belarusian politician and economist who served as Prime Minister of Belarus from 18 August 2018 to 3 June 2020. Biography Rumas was born in Gomel, but in early 1970s his family moved to Minsk. He graduated from the Higher Military Financial School in Yaroslavl (1990) and the Academy of Public Administration in Minsk (1995). In the early 1990s, Rumas successively served in the National Bank of the Republic of Belarus as a chief of several departments and in private banks. In 1995, he became a regional director of Belarusbank and later became the first deputy chairman of the board of this bank. In 2001, Rumas was awarded a ''Candidate of Sciences'' degree in economics, his thesis was entitled "Ways of optimization of resource structure of commercial bank". House Of Representatives Of Belarus
The House of Representatives of the National Assembly of the Republic of Belarus (; ) is the lower house of the parliament of Belarus, while the upper house is the Council of the Republic. It was established after the Constitution of Belarus was amended in 1996, replacing the Supreme Council of Belarus. It consists of 110 deputies elected to four year terms on the basis of direct electoral suffrage by secret ballot (art. 91). It is a majoritarian system, with the outcome decided by overall majorities in single-member constituencies. Any citizen of 21 years is eligible for election (art. 92). The functions of the House are to consider draft laws and the other business of government; it must approve the nomination of a prime minister (art. 97); and it may deliver a vote of no confidence on the government (art. 97). The Order of Friendship (russian: Орден Дружбы, ') is a state decoration of the Russian Federation established by Boris Yeltsin by presidential decree 442 of 2 March 1994 to reward Russian and foreign nationals whose work, deeds and efforts have been aimed at the betterment of relations with the Russian Federation and its people.
