Prior to its uniform adoption of proportional representation in 1999, the United Kingdom used first-past-the-post for the European elections in England, Scotland and Wales. The European Parliament constituencies used under that system were smaller than the later regional constituencies and only had one Member of the European Parliament each. The constituency of Sussex South and Crawley was one of them. European Parliament
The European Parliament (EP) is one of the legislative bodies of the European Union and one of its seven institutions. Together with the Council of the European Union (known as the Council and informally as the Council of Ministers), it adopts European legislation, following a proposal by the European Commission. The 1999 European Parliament election was the United Kingdom's part of the European Parliament election 1999. It was held on 10 June 1999. Following the European Parliamentary Elections Act 1999, it was the first European election to be held in the United Kingdom where the whole country used a system of proportional representation. In total, 87 Members of the European Parliament were elected from the United Kingdom across twelve new regional constituencies. The change in voting system resulted in significant changes in seats. The Conservatives won double the number of seats they had won in the previous European election, in 1994, while the Labour Party saw its seats reduced from 62 to 29. The Liberal Democrats saw their number of seats increase to 10 from just 2 in the previous election. Brendan Donnelly (politician)
Brendan Patrick Donnelly (born 25 August 1950) is a pro-European Union British politician and former member of the European Parliament. Born in London, Donnelly was educated at St Ignatius' College in Tottenham, and then at Christ Church, Oxford. He worked at the Foreign Office from 1976 until 1982, when he joined the secretariat of the Conservative Group in the European Parliament. From 1986 to 1987, he was a political adviser to Lord Cockfield, and then from 1987 to 1990 worked as an independent consultant on the European Community. At the 1989 European Parliament election, he stood unsuccessfully for the Conservatives in London West. Donnelly was elected as a Member of the European Parliament (MEP) in Sussex South and Crawley at the 1994 European Parliament election for the Conservative Party.
