Surrey West (European Parliament Constituency)
Prior to its uniform adoption of proportional representation in 1999, the United Kingdom used first-past-the-post for the European elections in England, Scotland and Wales. The European Parliament constituencies used under that system were smaller than the later regional constituencies and only had one Member of the European Parliament each. The constituency of Surrey West was one of them. European Parliament
The European Parliament (EP) is one of the legislative bodies of the European Union and one of its seven institutions. Together with the Council of the European Union (known as the Council and informally as the Council of Ministers), it adopts European legislation, following a proposal by the European Commission. The Parliament is composed of 705 members (MEPs). It represents the second-largest democratic electorate in the world (after the Parliament of India), with an electorate of 375 million eligible voters in 2009. Since 1979, the Parliament has been directly elected every five years by the citizens of the European Union through universal suffrage. Voter turnout in parliamentary elections decreased each time after 1979 until 2019, when voter turnout increased by eight percentage points, and rose above 50% for the first time since 1994. Thomas Newnham Bayley Spencer (born 10 April 1948) is a British Conservative Party politician and former Member of the European Parliament (MEP). Spencer was educated at Pangbourne Nautical College and the University of Southampton. He served as Conservative MEP for Derbyshire from 1979 to 1984, Conservative MEP for Surrey West from 1989 to 1994, and as Conservative MEP for Surrey from 1994 to 1999. The 1989 European Parliament election, was the third European election to be held in the United Kingdom. It was held on 15 June. The electoral system was First Past the Post in England, Scotland and Wales and Single Transferable Vote in Northern Ireland. The turnout was again the lowest in Europe. This election saw the best performance ever by the Green Party (UK) (formerly the Ecology Party), collecting over 2 million votes and 15% of the vote share. It had only received 70,853 as the Ecology Party in the previous election. However, because of First Past the Post system, the Green Party did not gain a single MEP, while the Scottish National Party received 1 seat with only 3% of the vote share. The Green Party's vote total of 2,299,287 remains its best performance in a national election, as does its percentage result of 14.5%. The 1984 European Parliament election was the second European election to be held in the United Kingdom. It was held on 14 June. The electoral system was First Past the Post in England, Scotland and Wales and Single transferable vote in Northern Ireland. The turnout was again the lowest in Europe. In England, Scotland and Wales, the Liberal Party and Social Democratic Party were in alliance, collecting 2,591,635 votes but not a single seat. The election represented a small recovery for Labour, under Michael Foot's replacement Neil Kinnock, taking 15 seats from the Conservatives.
