Subdivisions Of The State Of Palestine
The subdivisions of the State of Palestine are created by the PNA. The PNA does not control all the entities that it claims and it is only partly recognized as a sovereign state. The Oslo Accords describe different levels of control for areas named A, B, C. There are two main areas claimed by the PNA, the Gaza Strip, which is fully Area A and the West Bank which is A, B, C. Since 2007 there exist two governments claiming to be legitimate governments of the State of Palestine, one has control on the Gaza Strip, the other only in the West Bank. In 1994 the Palestinian Ministry of Local Government (MoLG) established 483 local government units, encompassing 103 municipalities and village councils and small clusters. Besides, 16 governorates were also created. Later reforms tended to reduce the number of local governments units (municipalities and villages). Sovereign State
A sovereign state or sovereign country, is a polity, political entity represented by one central government that has supreme legitimate authority over territory. International law defines sovereign states as having a permanent population, defined territory (see territorial disputes), one government, and the capacity to enter into International relations, relations with other sovereign states. The Governorates of Palestine are the administrative divisions of the State of Palestine. After the signing of the Oslo Accords, the Israeli-occupied West Bank and Gaza Strip were divided into three areas ( Area A, Area B, and Area C) and 16 governorates under the jurisdiction of the Palestinian National Authority. Municipalities Of The State Of Palestine
A municipality ( ar, هيئة محلية) is an administrative unit of local government similar to a city. They were established and decided after the creation of the Local Government Ministry of the Palestinian National Authority in 1994. All municipalities are assigned by the Local Government Ministry. Municipal council members and mayors are elected by the residents of the particular locality. Municipalities are divided into four sectors depending on their population and importance to their particular governorate. Village Council (Palestinian Authority)
A Village council is a type of local government used in the Palestinian National Authority (PNA) for Palestinian localities that usually number between 800 and 3,000+ inhabitants. The village council is also known D-level municipalities. There are 220 village councils in the Palestinian territories. Village councils could consist of three to eleven members, including a chairman, a deputy chairman and secretary. The chairman is the head of the council. Unlike municipalities, village councils do not hold elections; rather, the representatives of a village's largest clans choose a chairman who is then appointed by the Local Government Minister of the Palestinian National Authority. Seam Zone
Seam Zone ( he, מרחב התפר) is a term used to refer to a land area in the Israeli-occupied West Bank located east of the Green Line and west of Israel's separation barrier, populated largely by Israelis in settlements such as Alfei Menashe, Ariel, Beit Arye, Modi'in Illit, Giv'at Ze'ev, Ma'ale Adumim, Beitar Illit and Efrat. As of 2006, it was estimated that about 57,000 Palestinians lived in villages located in enclaves in the seam zone, separated from the rest of the West Bank by the Wall (according to the ICJ Wall Case opinion). Israeli West Bank Barrier
The Israeli West Bank barrier, comprising the West Bank Wall and the West Bank fence, is a separation barrier built by Israel along the Green Line and inside parts of the West Bank. It is a contentious element of the Israeli–Palestinian conflict: Israel describes the wall as a necessary security barrier against Palestinian terrorism, whereas Palestinians describe it as an element of racial segregation and a representation of Israeli apartheid.
