Stoke-on-Trent City Council is the local authority of Stoke-on-Trent, Staffordshire, England. As a unitary authority, it has the combined powers of a non-metropolitan county and district council and is administratively separate from the rest of Staffordshire. Since the 2019 election the council has been run by a Conservative minority administration with support from independent councillors. Mayor Of Stoke-on-Trent
The Mayor of Stoke-on-Trent was an executive mayoralty that existed from 2002 to 2009, when the executive of Stoke-on-Trent City Council was a directly elected mayor. The authority was unique in being the only authority in England with an elected mayor and council manager. The first mayor was Mike Wolfe, a former manager of the Citizen's Advice Bureau in the city. He had stood as an independent, but was defeated by Mark Meredith representing the Labour Party in 2005. A referendum was held on 24 October 2008. Residents voted in favour of a return to the council leader and cabinet system. There was controversy when it was revealed three years later that plans to close a swimming pool in the city had been agreed privately by the former mayor. In England, local authorities are required to adopt one of three types of executive arrangements, having either an "elected mayor and cabinet", a "leader and cabinet", or a "committee system". The type of arrangement used determines how decisions will be made within the council. In councils which use the elected mayor system, the mayor is directly elected by the electorate to provide political leadership for the council and has power to make executive decisions. In councils which use the leader and cabinet model (the most commonly used model), the elected councillors choose one of their number to be the "leader of the council", and that person provides political leadership and can make executive decisions.
