Standing Rules Of The United States Senate, Rule XXII
The Standing Rules of the Senate are the parliamentary procedures adopted by the United States Senate that govern its procedure. The Senate's power to establish rules derives from Article One, Section5 of the United States Constitution: "Each House may determine the rules of its proceedings..." There are currently forty-five rules, with the latest revision adopted on January 24, 2013. The most recent addition of a new rule occurred in 2006, when The Legislative Transparency and Accountability Act of 2006 introduced a 44th rule on earmarks. The stricter rules are often waived by unanimous consent. Outline of rules Quorum The Constitution provides that a majority of the Senate constitutes a quorum to do business. Parliamentary procedure is the accepted rules, ethics, and customs governing meetings of an assembly or organization. Its object is to allow orderly deliberation upon questions of interest to the organization and thus to arrive at the sense or the will of the majority of the assembly upon these questions. A select or special committee of the United States Congress is a congressional committee appointed to perform a special function that is beyond the authority or capacity of a standing committee. A select committee is usually created by a resolution that outlines its duties and powers and the procedures for appointing members. Standing Committee (United States Congress)
In the United States Congress, standing committees are permanent legislative panels established by the United States House of Representatives and United States Senate rules. (House Rule X, Senate Rule XXV.) Because they have legislative jurisdiction, standing committees consider bills and issues and recommend measures for consideration by their respective chambers. They also have oversight responsibility to monitor agencies, programs, and activities within their jurisdictions, and in some cases in areas that cut across committee jurisdictions. A casting vote is a vote that someone may exercise to resolve a tied vote in a deliberative body. A casting vote is typically by the presiding officer of a council, legislative body, committee, etc., and may only be exercised to break a deadlock. It is one of the methods of collation. In parliamentary procedure, a voice vote (from the Latin ''viva voce'', meaning "live voice") or acclamation is a voting method in deliberative assemblies (such as legislatures) in which a group vote is taken on a topic or motion by responding vocally. The voice vote is considered the simplest and quickest of voting methods used by deliberative assemblies. A supermajority, supra-majority, qualified majority, or special majority is a requirement for a proposal to gain a specified level of support which is greater than the threshold of more than one-half used for a simple majority.
