Speaker (politics)
The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. Usage The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.Lee Vol 28, pp. 257,258. The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. The speaker often also represents the body in person, as the voice of the body in ceremonial and some other situations. By convention, speakers are normally addressed in Parliament as 'Mister Speaker', if a man, or 'Madam Speaker', if a woman. In other cultures, other styles are used, mainly being equivalents of English "chairman" or "president". The Speaker is the presiding officer of the Legislative Assembly of the Northwest Territories. The speakership has changed many times: from 1876 to 1888 the presiding officer of the assembly was the Lieutenant-Governor of the North-West Territories (with North-West hyphenated name used until 1906); however, Members of the Legislative Assembly would also elect one of their own to act as chairman. Elected members held the Speakership from 1888 until 1905. The Deputy Commissioner of the Territories became Speaker and held that role from 1921 until 1975, when it was returned to the elected members. The Speaker of the Legislative Assembly is the presiding authority and highest authority of state legislative assemblies in India for carrying house proceedings. He is empowered to determine the status of a bill submitted to the house by the state legislators. Elected by the members of assembly, this post is held by two politicians for two identical roles such as "speaker" and "deputy speaker" for assembly session proceedings. In case one fails to attend the session due to some uncertainties such as resignation, illness or death, deputy speaker acts as a presiding officer until a new speaker is elected. It is created under the Article 178 of the Constitution of India. The Indian constitution also allows all states and union territories for the appointment of a speaker. The Speaker of the Legislative Assembly is the presiding officer of the Legislative Assembly of the Falkland Islands. The Speaker also administers the oaths of office and allegiance. The Legislative Council (established in 1845) was presided over by the Governor until 2002 when the office of Speaker was created. In 2009 the new Constitution of the Falkland Islands replaced the Legislative Council with the Legislative Assembly and also laid out the election, powers and role of the Speaker. The Speaker of the Legislative Assembly of New Brunswick is the presiding officer of the provincial legislature. Since 1994 the position has been elected by MLAs using a secret ballot. Previously, the Speaker had been appointed by motion of the house, in practice moved by the Premier of New Brunswick usually after consultation with the Leader of the Opposition. Shirley Dysart was the first Speaker to be elected by his or her peers. The Speaker is usually a member of the governing party. The only recent exceptions have been Robert McCready and Michael Malley. McCready was appointed by motion of Premier Richard Hatfield following the close election of 1978. Hatfield's Progressive Conservative Party had won only 30 seats compared to the 28 seats won by the opposition Liberal Party. Notable elections 1920 Nelson Parliament was a Liberal representing Prince Edward riding, who was named Speaker when the United Farmers of Ontario and Labour Party formed a coalition government in the 15th Legislative Assembly of Ontario. A considerable number of members in the governing party were either freshly elected or chosen to serve as government ministers (which made them ineligible to be elected). As a result, the Premier, E.C. Drury, looked to the opposition benches for a Speaker, and chose Parliament, who had served as an MPP since 1914.
