Speaker Of The House Of Keys
The Speaker of the House of Keys () is the principal officer of the House of Keys, the lower house of the Isle of Man legislature. The Speaker is elected from the membership of the House at its first sitting after an election. He is responsible for controlling the procedure of the House and for the authoritative interpretation of its standing orders. He sets the business of the House and authorises the order of business of the House for each sitting. The Speaker uses the letters SHK after his name. The Speaker is not entitled to speak in debates in the House, but is entitled to vote. If a vote is tied, convention dictates that he votes to continue debate or retain the status quo. However the Speaker is entitled to, and does, speak in debates in Tynwald Court. All Speakers from 1750 to 1898 were members of either the Moore or the Taubman families or married into them. The House of Keys () is the directly elected lower house of Tynwald, the parliament of the Isle of Man, the other branch being the Legislative Council. History The oldest known reference to the name is in a document of 1417, written in Latin by an English scholar, which refers to (the 'Keys of Mann') and (the 'Keys of Law'). There is a dispute, however, over the origin of the name. The word ''keys'' is thought by some to be an English corruption of a form of the Norse verb ('to choose'). However, a more likely explanation is that it is a mishearing of the Manx-language term for 'four and twenty': , the House having always had 24 members. Thomas Heywood (early 1570s – 16 August 1641) was an English playwright, actor, and author. His main contributions were to late Elizabethan and early Jacobean theatre. He is best known for his masterpiece ''A Woman Killed with Kindness'', a domestic tragedy, which was first performed in 1603 at the Rose Theatre by the Worcester's Men company. He was a prolific writer, claiming to have had "an entire hand or at least a maine finger in two hundred and twenty plays", although only a fraction of his work has survived. Victor Kneale
George Victor Harris Kneale (born 12 January 1918, died 8 April 2007) was a Manx politician and former Speaker of the House of Keys and Education Minister. Victor Kneale was elected MHK for Douglas West in 1962. He was Chairman of the Board of Education for 15 years, having been a non political member of the Board from 1951 until his election in 1962. He was then elevated to the Legislative Council of the Isle of Man in 1974 before resigning his seat to contest the 1981 General Election. He resigned because of his belief the Legislative Council members should be publicly elected. This was an issue he was still pursuing until a short time before his death having recently submitted his own system for such elections to the Council of Ministers for consideration. He won his old seat back and became Minister of Education until 1990 when he was elected Speaker of the House of Keys. He retired at the 1991 General Election. Joseph Davidson Qualtrough
Sir Joseph Davidson Qualtrough CBE JP SHK (11 June 1885 – 14 January 1960) was Speaker of the House of Keys from 1937 to 1960. He was born in Castletown, the son of Joseph Qualtrough MLC, Receiver General of the Isle of Man. He was educated at King William's College and then served in the Royal Army Ordnance Corps from 1915 to 1919 as a lieutenant. On his return from the war he was elected MHK for Castletown in 1919 in a by-election. He was returned unopposed in 1919, 1924, 1929 and 1934 and was again returned as MHK for the same constituency at the 1946, 1951 and 1956 General Elections. He was a Methodist local preacher and a Manx speaker. In 1954, he was knighted by Queen Elizabeth II. George Frederick Clucas
Sir George Frederick Clucas, CBE, JP (11 January 1870 – 11 November 1937) was a Manx politician and Speaker of the House of Keys from 1919 to 1937. He was born in London in 1870, the son of George Pettmann Clucas (born George Pettman Clarke), an assistant master at Repton School. He was educated at Repton School and Christ's College, Cambridge. He was called to the English Bar in 1894, and to the Manx Bar in 1895. From 1915 to 1918, he served as a deputy director at the Ministry of Munitions. He was elected MHK for Middle in 1908 and was Speaker from 1919 until his death in 1937. He was created CBE in 1927, and received a knighthood in the 1937 Coronation Honours. Dalrymple Maitland
Dalrymple Maitland, JP (22 March 1848 – 25 March 1919) was an Isle of Man business leader and public official who served as a member of the House of Keys starting in 1890, and as Speaker of the House of Keys from 1909 to 1919. A native of Liverpool, Maitland was the son of John Maitland, editor of the ''Liverpool Mercury''. He was educated at Dr Steele's Crescent Academy and afterwards worked in his uncle's business, to the management of which he succeeded when his uncle decided to give more time to public affairs. He also inherited the proprietorship of the ''Liverpool Mercury'', but in 1887, when he followed his uncle into public life, he sold the Mills and other businesses. Arthur William Moore
Arthur William Moore, CVO, SHK, JP, MA (6 February 1853 – 12 November 1909) was a Manx antiquarian, historian, linguist, folklorist, and former Speaker of the House of Keys in the Isle of Man. He published under the sobriquet A. W. Moore. Life Arthur William Moore was born in Cronkborne, Braddan. He was the son of William Fine Moore MHK and a descendant of Illiam Dhone. He was educated at Rugby School and at Trinity College, Cambridge. Thereafter he assisted his father in the management of the sailcloth manufactory, and on his father's death in the eighties, he succeeded to the business. He was also a great sportsman, being a blue whilst at Cambridge, an active rower, and a founding member of Cronkbourne Cricket Club. Mark Wilks
Colonel Mark Wilks (1759 – 19 September 1831) was a Manx soldier, historian and East India Company administrator who worked in southern India principally in the princely state of Mysore. He was the acting Resident at the Wodeyar Court. Life He was born at Kirk Michael vicarage in the Isle of Man, the son of Rev. James Wilks and Elisabeth Christian, and came from a lineage of Manx gentry. He was named after his godfather, Bishop Mark Hiddesley. He purchased cadetship through Sir Henry Fletcher, in the court of the Directors of the East India Company in 1781 at the age of 18, joining the Madras Army. He was commissioned an officer in 1782 and like others, he was trained at Fort St. George, he picked up Persian. He translated the Persian poet Nasir-ud-din's work '' Aklak-i-Naseri'' into English.
