The House of Commons is the name for the elected lower house of the bicameral parliaments of the United Kingdom and Canada. In both of these countries, the Commons holds much more legislative power than the nominally upper house of parliament. The leader of the majority party in the House of Commons by convention becomes the prime minister. Other parliaments have also had a lower house called a "House of Commons". History and naming The House of Commons of the Kingdom of England evolved from an undivided parliament to serve as the voice of the tax-paying subjects of the counties and of the boroughs. Knights of the shire, elected from each county, were usually landowners, while the borough members were often from the merchant classes. These members represented subjects of the Crown who were not Lords Temporal or Spiritual, who themselves sat in the House of Lords. The Speaker of the Northern Ireland House of Commons was the presiding officer of the lower house of Parliament in Northern Ireland from 1921 to 1972. The Speaker had an official residence, Stormont House. All the Speakers were members of the Ulster Unionist Party on their election. The Speaker of the Irish House of Commons was the presiding officer of the Irish House of Commons until its disestablishment in 1800. In the absence of a government chosen from and answerable to the Commons, the Speaker was the dominant political figure in the Parliament of Ireland. Unlike in modern British and Irish parliamentary practice, the Speaker was not expected to be politically impartial and several Speakers held government or Crown-appointed positions while also presiding over the Commons. Even so, the conduct of everyday business in the House was generally overseen with impartiality and fairness by all holders of the Speakership.
