South Carolina State Law Enforcement Division
The South Carolina Law Enforcement Division (SLED) is a statewide investigative law enforcement agency in South Carolina. SLED provides manpower and technical assistance to other law enforcement agencies and conducts investigations on behalf of the state as directed by the Governor and Attorney General. SLED Headquarters is located in the state capital, Columbia, with offices in the Midlands, Piedmont, Pee Dee, and Low Country regions. History The South Carolina Law Enforcement Division was created in 1935 by Act 232 of the South Carolina General Assembly "for the purpose of enforcing the state liquor law ..and to assist any law enforcement officer in the detection of crime and the enforcement of any criminal laws of the state of South Carolina." SLED replaced the old state constabulary which had been created in 1893 and then disbanded in 1932 due to the financial constraints of the Great Depression. South Carolina Attorney General
The Attorney General of South Carolina is the state's chief legal officer and prosecutor. History Alexander Moultrie, half-brother of Revolutionary War figure and future governor William Moultrie, was named the state's first Attorney General under its first state "President", John Rutledge, in 1776. Rutledge had been provincial Attorney General himself for 10 months before independence. Moultrie was impeached and resigned in 1792 for diverting state funds into the Yazoo land company fraud. After the 1876 South Carolina gubernatorial election, the state was left with a contested election and a dual government, from the election in November through April 1877. Republican Robert B. State Bureau Of Investigation
A state bureau of investigation (SBI) is a state-level detective agency in the United States. They are plainclothes agencies which usually investigate both criminal and civil cases involving the state and/or multiple jurisdictions. They also typically provide technical support to local agencies in the form of laboratory and/or record services, or to directly assist in the investigation of cases at the local agency's request. An SBI is a state's equivalent to the Federal Bureau of Investigation, but can include investigative jurisdiction similar to other federal law enforcement agencies as well. The SBIs investigate all manner of cases assigned to them by their state's laws and usually report to their state's attorney general, or in some cases, directly to their state's governor. Bloodhounds
The bloodhound is a large scent hound, originally bred for hunting deer, wild boar and, since the Middle Ages, for tracking people. Believed to be descended from hounds once kept at the Abbey of Saint-Hubert, Belgium, in French it is called, ''le chien de Saint-Hubert''. This breed is famed for its ability to discern human scent over great distances, even days later. Wallace Leo Jenkins
Lt. Wallace Leo Jenkins (1896–1941) was an American law enforcement officer. He was a pioneer in the use of technology and science in South Carolina law enforcement. Jenkins served with the South Carolina Highway Patrol from its creation in 1930 until his death in 1941. He created and led the Identification Bureau, a unit that evolved into a team of skilled investigators who used technology to fight crime. The ID Bureau later merged with the South Carolina Law Enforcement Division (SLED) and became the foundation for SLED’s Criminal Justice Information Services and Forensics Services units. Early life Jenkins was born in Santuc, South Carolina, on February 18, 1896. As a young man he worked as a mechanic for the Overland Automobile Company in Spartanburg. The Interstate Identification Index (III; pronounced "triple-eye"), AKA “FBI Triple I Teletype”, is a national index of state and federal criminal history, criminal histories (or criminal history, rap sheets) in the United States of America, maintained by the Federal Bureau of Investigation (FBI) at the National Crime Information Center (NCIC). Included in this index are individuals who have been arrested or indicted for "a serious criminal offense anywhere in the country".
