Singapore Prisons Emergency Action Response
The Singapore Prisons Emergency Action Response (SPEAR) is a department within the Singapore Prison Service (SPS). SPEAR is a highly-trained elite force that is deployed in various high risk special operations and prepared to quell any riots or fights within the prisons. It assists SPS officers in handling non-compliant inmates, intervening when necessary. Their expertise lies in using softer options like beanbag rounds and soft projectiles. They also share their tactics and insights with other Ministry of Home Affairs (Singapore), Home Team units, as only SPEAR has this unique expertise. The Singapore Prison Service (SPS) is a government agency of the Government of Singapore under the purview of the Ministry of Home Affairs. It runs 14 prisons and drug rehabilitation centres in Singapore. Its responsibilities encompass the safe custody, rehabilitation and aftercare of offenders, and preventive education. History 1800 – 1899 On 18 April 1825, the first batch of penal convicts arrived in Singapore and were housed in temporary huts along Bras Basah Canal. The philosophy of deterrence through punitive measures rather than rehabilitation was adopted. The SAR 21 ("Singapore Assault Rifle - 21st Century") is a bullpup assault rifle designed and manufactured in Singapore, chambered for the 5.56x45mm cartridge. First revealed and subsequently adopted by the Singapore Armed Forces (SAF) as its standard service weapon in 1999, it was designed and developed over a four-year period to replace the locally license-built M16S1 by the Ministry of Defence (MINDEF), Singapore Army and the former Chartered Industries of Singapore (CIS), presently ST Engineering Land Systems. The CPW (Compact Personal Weapon) is a multi-caliber submachine gun developed by ST Kinetics of Singapore as a PDW-class firearm. The prototype is chambered in 9×19mm Parabellum but the manufacturer assures that the weapon's modular design allows for a simple caliber conversion to either 5.7×28mm or 4.6×30mm. Design details The CPW is a modular selective fire lever-delayed blowback operated weapon (using what STK calls a cam recoil mitigation mechanism), which contributes to the low felt recoil and allows for use with high pressure ammunition.
