Classes Since January 1, 2015, Kentucky cities have been divided into two classes based on their form of government: * First class – Mayor-alderman government * Home rule class – All other forms, including Mayor-Council, Commission, and City Manager This system went into effect on January 1, 2015, following the 2014 passage of Kentucky House of Representatives, House Bill 331 by the Kentucky General Assembly and the bill's signing into law by Governor Steve Beshear.
