The shame penalty of Leipzig (german: Schand-Elfmeter von Leipzig) was a controversial penalty decision by referee Bernd Stumpf during a match in the 1985–86 season of the DDR-Oberliga between 1. FC Lokomotive Leipzig and BFC Dynamo, which took place on 22 March 1986 at the Bruno-Plache-Stadion in Leipzig. Following the match, the Deutscher Fußball-Verband (DFV), the umbrella organization for football in East Germany, for the first time permanently banned a referee. Background The game between 1. The Lokomotive (German for "locomotive") is a striking climbing rock north of Kurort Rathen in Saxon Switzerland in Germany. The rock, which resembles a steam locomotive in appearance, is also known as ''Große Ruine'', is about 30 metres high and is divided into two parts: known as ''Lokomotive-Dom'' ("Locomotive Dome") and ''Lokomotive-Esse'' ("Locomotive Chimney"). The ridge between the two is called the ''Kesselgrat'' ("Boiler Ridge"), the rock teeth next to the Esse as ''Pfeife'' ("Whistle"). For a short time there was a weather vane on the dome in the shape of a wheel. The Lokomotive rises on the massif of the ''Honigsteine''. Matthias Liebers (born 22 November 1958 in Leipzig) is a former German professional footballer. Liebers joined to BSG Lokomotive Leipzig-Mitte in 1965 when he was seven years old and played for three years there. In 1968, he was brought to the performance centre of 1. FC Lokomotive Leipzig in Probstheida and began his youth career. In July 1974 he won the silver medal at Jugendturnier der V. DDR- Spartakiade in Rostock with Leipzig's junior youth squad. The Leipzig squad fought against Halle in the finale and lost with 2–5. Liebers was selected to the Spartakiade-Elf. In 1977 Liebers won the DDR-Nachwuchsoberliga. 1.
