Shakhtyorsk (russian: Шахтёрск; ja, 塔路, ''Tōro'') is a town in Uglegorsky District of Sakhalin Oblast, Russia, located on the western coast of the Sakhalin Island, northwest of Yuzhno-Sakhalinsk, the administrative center of the oblast. Karafuto Prefecture ( ja, 樺太庁, ''Karafuto-chō''; russian: Префектура Карафуто, Prefektura Karafuto), commonly known as South Sakhalin, was a prefecture of Japan located in Sakhalin from 1907 to 1949. The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities.
