Sergey Dyachenko
Sergey Aleksandorovich Dyachenko (russian: Сергей Александрович Дьяченко) (18 September 1952 – 26 October 2016) was a Kazakh-born Soviet politician. He was Deputy Chairman of Mazhilis from 2012 to 2016, member of the Mazhilis from 2012 to 2016, and Akim of Aktobe Region from 2010 to 2012. Biography Dyachenko was born in 1952 in the village of Shortandy in the Akmola Region of the Kazakh SSR. In 1973, he graduated from the Industrial and Economic Department of the Kuibyshev Planning Institute, receiving a degree in economics. Subsequently, he graduated from the Alma-Ata Higher Party School where he earned a Ph.D in political science. The topic of his doctoral dissertation was “Problems of democratic modernization in Kazakhstan (political science analysis)”. The Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) is a parliamentary assembly for delegations from the national parliaments of the member countries of the CIS. The Order of Friendship ( kk, Достық ордені, ''Dostyq ordeni'') is a state award of the Republic of Kazakhstan, introduced in 1995. It is awarded to individuals for the promotion of international and civil consensus in society and the promotion of peace, friendship and cooperation between peoples. 2004 Kazakh Legislative Election
Legislative elections were held in Kazakhstan on 19 September and 3 October 2004. The Otan party won 42 of the 77 seats, gaining a majority in the Mazhilis. Background By 2003 the Kazakh economy was on a recovery with its GDP growth rate being 9.2% which was one of the highest rates among the CIS countries. The primary cause was due to the increased cost of petroleum as a result of the American-led war in Afghanistan, which allowed the government to repay its debts and raise pensions, average salaries and improve medical services. The quality of life in Kazakhstan was improving, as the average monthly salaries increased to about 28,000 Tenge ($198) or about 8.3% increase from 2002. This increase however was not spread evenly.
