The second government of Israel was formed during the first Knesset. David Ben-Gurion made an attempt to form a minority government consisting of Mapai and Sephardim and Oriental Communities on 17 October, but it was not approved by the Knesset. Two days later President Chaim Weizmann asked Progressive Party leader Pinchas Rosen to form a government, Jewish Agency for Israel but it was Ben-Gurion who finally managed to do so on 1 November 1950. Zalman Shazar
Zalman Shazar ( he, זלמן שז"ר; born Shneur Zalman Rubashov; be, Шнэер За́льман Рубашо́ў; russian: Шне́ер За́лмен Рубашо́в; November 24, 1889 – October 5, 1974) was an Israeli politician, author and poet. Shazar served as the third President of Israel for two terms, from 1963 to 1973. Biography He was born to a Hasidic family of the Chabad-Lubavitch denomination in Mir, near Minsk, in the Russian Empire (today in Hrodna Voblast, Belarus). His mother's family descended from Joel Sirkis. In his early years Shazar received a religious education. He remained involved with Chabad for the rest of his life, assisting Rabbi Yosef Yitzchok Schneersohn, the sixth Lubavitcher Rebbe in founding the village of Kfar Chabad, and at his behest, allowed the religious community in Israel to set up their own educational system. Eliezer Kaplan ( he, אליעזר קפלן; be, Эліэзер Каплан; ) was a Zionist activist, Israeli politician, one of the signatories of the Israeli declaration of independence and the country's first Minister of Finance and Deputy Prime Minister. Biography Born in Minsk in the Russian Empire (today in Belarus), Kaplan attended a Heder and high school in Łowicz. He joined the Socialist Zionist Party in 1905, and was one of the founders of the ''Youth of Zion – Renewal'' movement in 1908, elected secretary of its Minsk Region branch in 1912. He also helped found the ''Youth of Zion'' movement in Russia in 1912 and was a member of its central committee. In 1917, he graduated from a Moscow polytechnic as a building engineer. Moshe Sharett ( he, משה שרת, born Moshe Chertok (Hebrew: ) 15 October 1894 – 7 July 1965) was a Russian-born Israeli politician who served as Israel's second prime minister from 1954 to 1955. A member of Mapai, Sharett's term was both preceded and succeeded by the premiership of David Ben-Gurion. Sharett also served as the country's first foreign minister between 1948 and 1956.
