Scottish Health Council

	Scottish Health Council The Scottish Health Council was established by the Scottish Executive in April 2005 to promote Patient Focus and Public Involvement in the NHS in Scotland. It is a committee of Healthcare Improvement Scotland. It has a national office in Glasgow and a local office in each of the 14 NHS Scotland#Regional health boards, NHS Boards across Scotland. The Council collects information on how NHS Boards engage with patients and the public against the Participation Standard. This focuses on: How well NHS Boards focus on the patient How well NHS Boards involve the public How NHS Boards take responsibility for ensuring they involve the public In contested decisions the view of the Council on the legitimacy of the process is taken into account. The Council concentrates on process issues and does not express an opinion on the merits of proposals. 	Healthcare Improvement Scotland Healthcare Improvement Scotland (HIS) is the national healthcare improvement organisation for Scotland. It is a Scottish public body, public body which is part of the Scottish National Health Service, created in April 2011. History NHS Quality Improvement Scotland (NHS QIS) was established on 1 January 2003 as a special health board with a remit to improve the quality of healthcare in Scotland. Healthcare Improvement Scotland (HIS) was established by the Public Services Reform (Scotland) Act 2010, taking over the work of QIS and the regulatory functions, in regard to independent healthcare provision, previously conducted by the Care Commission, now renamed the Care Inspectorate (Scotland), Care Inspectorate. It operates 14 territorial NHS boards across Scotland, 7 special non-geographic health boards, and NHS Health Scotland. 	Elaine Smith (Scottish Politician) Elaine Agnes Smith (born 5 May 1963) is a former Scottish Labour politician who served as a Member of the Scottish Parliament (MSP) for the Central Scotland region from 2016 until she stood down at the 2021 election. She was previously MSP for the Coatbridge and Chryston constituency from 1999 until 2016. Early life and career Smith was born in Coatbridge, North Lanarkshire and attended St Patrick's School, a local co-educational Roman Catholic school. She studied Economics and Politics at Glasgow College and then trained as a Modern Studies and Economics teacher at St Andrews College, a Catholic teacher-training institution in Glasgow. She worked as a secondary school teacher before becoming a local government officer, also gaining a Diploma in Public Sector Management.
