Scott Horton is an American attorney known for his work in human rights law and the law of armed conflict, as well as emerging markets and international law. He graduated Texas Law School in Austin with a JD and was a partner in a large New York law firm, Patterson Belknap Webb & Tyler. He "has advised sovereigns on the pursuit of kleptocratic predecessors." In April 2007, he joined ''Harper's Magazine'' as a legal affairs and national security contributor, and he currently authors the No Comment blog at Harper's Online. Bagram Theater Internment Facility
The Parwan Detention Facility (also called Detention Facility in Parwan or Bagram prison) is Afghanistan's main military prison. Situated next to the Bagram Air Base in the Parwan Province of Afghanistan, the prison was built by the U.S. during the George W. Bush administration. The Parwan Detention Facility, which housed foreign and local combatants, was maintained by the Afghan National Army. Once known as the Bagram Collection Point, initially it was intended to be a temporary facility. Nevertheless, it was used longer and handled more detainees than the U.S. Guantanamo Bay detention camp in Cuba. As of June 2011, the Parwan detention facility held 1,700 prisoners; there had been 600 prisoners under the Bush administration. None of the prisoners received prisoner of war status. Detainees Held In The Bagram Theater Internment Facility
On January 16, 2010, the United States Department of Defense complied with a court order and made public a heavily redacted list of the detainees held in the Bagram Theater Internment Facility. Detainees were initially held in primitive, temporary quarters, in what was originally called the Bagram Collection Point, from late 2001. Detainees were later moved to an indoor detention center until late 2009, when newly constructed facilities were opened. The identity of most detainees held in Bagram remained classified until the publication of the first list in January 2010. Dozens of the names on the list are identical to names of detainees who had been held in the Guantanamo Bay detention camps, in Cuba. It was reported that three of the detainees in Bagram had formerly been held in Guantanamo, because they had the same Internment Serial Numbers. Matthew Mark Diaz is a former active-duty Lieutenant Commander (LCDR) and Judge Advocate General's Corps (JAGC) officer in the United States Navy. Guantanamo Bay Detention Camp
The Guantanamo Bay detention camp ( es, Centro de detención de la bahía de Guantánamo) is a United States military prison located within Guantanamo Bay Naval Base, also referred to as Guantánamo, GTMO, and Gitmo (), on the coast of Guantánamo Bay in Cuba. Of the roughly 780 people detained there since January 2002 when the military prison first opened after the September 11 attacks, 735 have been transferred elsewhere, 35 remain there, and 9 have died while in custody.
