Scorporo
''Scorporo'' (, ) is a partially compensatory, mixed-member majoritarian electoral system, sometimes referred to as a negative vote transfer system (NVT) whereby a portion of members are elected in single-member districts (SMDs) and a portion are elected from a list. It may be fully defined as a parallel voting system which excludes a portion (up to 100%) of the SMD winners' votes in electing the proportional tier, to result in a more proportional outcome. The exclusion of a portion of the SMD winners' votes is what makes scorporo fundamentally different from parallel voting and somewhat closer to mixed member proportional representation, and thereby between the two in terms of proportionality. The system is only known to have been used in Italy and for a portion of the compensatory tier of the National Assembly of Hungary. Use in Italy Scorporo was in force for elections to the bicameral Parliament of Italy based on Law 277/1993 from 1993 to 2005. Under this system, members c ...

Partially Compensatory
A mixed electoral system or mixed-member electoral system combines methods of majoritarian and proportional representation (PR). The majoritarian component is usually first-past-the-post voting (FPTP/SMP), whereas the proportional component is most often based on party-list PR. The results of the combination may be mixed-member proportional (MMP), where the overall results of the elections are proportional, or mixed-member majoritarian, in which case the overall results are semi-proportional, retaining disproportionalities from the majoritarian component. Mixed-member systems also often combine local representation (most often single-member constituencies) with regional or national ( multi-member constituencies) representation, having multiple tiers. This also means voters often elect different types of representatives who might have different types constituencies. Some representatives may be elected by personal elections where voters vote for candidates, and some by list elect ...

Elections In Hungary
Elections in Hungary are held at two levels: general elections to elect the members of the National Assembly and local elections to elect local authorities. European Parliament elections are also held every 5 years. National Assembly elections Following a reform in 2012, general elections are now conducted under a one-round, two-ballot system. The total number of seats has been reduced and regional lists have been eliminated. The number of single-member seats has increased from 45.56% of the total to 53.3%. The first ballot is to choose MPs for 106 single-member districts using first-past-the-post. The remaining 93 party-list national seats are allocated based on the sum of second ballot list votes and wasted votes from the first ballot. Wasted votes are votes that were cast for unsuccessful candidates or surplus votes for winning candidates. This formula for allocating national seats is a cross between a parallel mixed system and a compensatory mixed system. The 2014 elections ...

Mixed Single Vote
The mixed single vote (MSV) or positive vote transfer system (PVT) is a mixed-member electoral system, where voters cast a single vote in an election, which used both for electing a local candidate and as a vote for a party affiliated with that candidate according to the rules of the electoral system. Unlike the more widespread mixed proportional and mixed majoritarian systems (such as parallel voting) where voters cast two votes, split-ticket voting is either not possible or not allowed in MSV. Voters usually cast their single vote for a local candidate in a single-member district (SMD) and then all the wasted votes from this lower tier are added to distribute seats between upper tier candidates, typically national party lists. How proportional the outcome is depends on many factors including the of vote transfer rules, such which votes are recounted as party list votes, and other parameters (e.g. the number of list seats) used in the system. The MSV system originates from G ...

2001 Italian General Election
The 2001 Italian general election was held in Italy on 13 May 2001 to elect members of the Chamber of Deputies and the Senate of the Republic. The election was won by the centre-right coalition House of Freedoms led by Silvio Berlusconi, defeating Francesco Rutelli, former mayor of Rome, and leader of the centre-left coalition The Olive Tree, and rising back to power after Berlusconi's first victory in the 1994 Italian general election. Electoral system The intricate electoral system, called ''scorporo'', provided 75% of the seats on the Chamber of Deputies (the Lower House) as elected by first-past-the-post system, whereas the remaining 25% was assigned on proportional representation with a minimum threshold of 4%. The method used for the Senate was even more complicated: 75% of seats by uninominal method, and 25% by a special proportional method that assigned the remaining seats to minority parties. Formally, these were examples of additional member systems. General elect ...

Decoy List
Mixed-member proportional representation (MMP or MMPR) is a mixed electoral system in which votes cast are considered in local elections and also to determine overall party vote tallies, which are used to allocate additional members to produce or deepen overall Proportional representation. In some MMP systems, voters get two votes: one to decide the representative for their single-seat constituency, and one for a political party. In Denmark and others, the single vote cast by the voter is used for both the local election (in a multi-member or single-seat district), and for the overall top-up. Seats in the legislature are filled first by the successful constituency candidates, and second, by party candidates based on the percentage of nationwide or region-wide votes that each party received. The constituency representatives are usually elected using first-past-the-post voting (FPTP) but the Scandinavian countries have a long history of using both multi-member districts (memb ...

Mixed-member Majoritarian Representation
Mixed member majoritarian representation (MMM) is type of a mixed electoral system combining majoritarian and proportional methods, where the disproportional results of the ''majoritarian'' side of the system prevail over the ''proportional'' component. Mixed member majoritarian systems are therefore also as a type of ''semi-proportional'' representation, and are usually contrasted with mixed-member ''proportional'' representation (MMP) which aims to provide proportional representation via additional compensation ("top-up") seats. The most common type of MMM system is called parallel voting also, known as the ''supplementary member'' (SM) system, whereby representatives are voted into a chamber using at least two different systems independently of each other. Most commonly this combines first-past-the-post (single member plurality) voting (FPTP/SMP) with party-list proportional representation (list-PR). The system has been applied in the election of national parliaments as w ...

Electoral System
An electoral system or voting system is a set of rules that determine how elections and Referendum, referendums are conducted and how their results are determined. Electoral systems are used in politics to elect governments, while non-political elections may take place in business, Nonprofit organization, non-profit organisations and informal organisations. These rules govern all aspects of the voting process: when elections occur, suffrage, who is allowed to vote, who can stand as a candidate, voting method, how ballots are marked and cast, how the ballots are counted, how votes translate into the election outcome, limits on campaign finance, campaign spending, and other factors that can affect the result. Political electoral systems are defined by constitutions and electoral laws, are typically conducted by election commissions, and can use multiple types of elections for different offices. Some electoral systems elect a single winner to a unique position, such as prime ministe ...

2018 Italian General Election
The 2018 Italian general election was held on 4 March 2018 after the Italian Parliament was dissolved by President Sergio Mattarella on 28 December 2017. Voters were electing the 630 members of the Chamber of Deputies and the 315 elective members of the Senate of the Republic for the 18th legislature of the Italian Republic since 1948. The election took place concurrently with the Lombard and Lazio regional elections. No party or coalition gained an absolute majority in the parliament, even though the centre-right coalition won a plurality of seats as a coalition, and the Five Star Movement (M5S) won a plurality of seats as an individual party. The centre-right coalition, whose main party was the right-wing League led by Matteo Salvini, emerged with a plurality of seats in the Chamber of Deputies and in the Senate, while the anti-establishment M5S led by Luigi Di Maio became the party with the largest number of votes. The centre-left coalition, led by former Prime Minister M ...
