Science And Technology Options Assessment
The 'Panel for the Future of Science and Technology'' (STOA) is a committee of members of the European Parliament devoted to all issues related to science and technology assessment. Role STOA is an official organ of the European Parliament, responsible for technology assessment and is active since 1987. Its task is to carry out expert, independent assessments of the impact of new technologies and identify long-term, strategic policy options useful to the Parliament's committees in their policy-making role. STOA's work is carried out in partnership with external experts. These can be research institutes, universities, laboratories, consultancies or individual researchers contracted to help prepare specific projects. STOA increasingly focuses upon round-table expert discussions, conferences and workshops with associated or consequent studies. The European Parliament (EP) is one of the legislative bodies of the European Union and one of its seven institutions. Together with the Council of the European Union (known as the Council and informally as the Council of Ministers), it adopts European legislation, following a proposal by the European Commission. The Parliament is composed of 705 members (MEPs). It represents the second-largest democratic electorate in the world (after the Parliament of India), with an electorate of 375 million eligible voters in 2009. Technology assessment (TA, German: , French: ) is a scientific, interactive, and communicative process that aims to contribute to the formation of public and political opinion on societal aspects of science and technology. This is a means of assessing and rating the new technology from the time when it was first developed to the time when it is potentially accepted by the public and authorities for further use. In essence, TA could be defined as "a form of policy research that examines short- and long term consequences (for example, societal, economic, ethical, legal) of the application of technology."
