List of municipalities in Cambodia by population The figures listed in the table below come from the 2018 Commune Database (CDB) published by the National Committee for Sub-National Democratic Development (NCDD). These data are recorded differently to Cambodian census data and significant variations are to be expected between the two due to internal and external migration. The national census does not record population by city, rather by province. The only available method of estimating the population of a city is through the CDB, which is updated every two years. Cambodia is divided into 25 provinces ( km, ខេត្ត, ). The capital Phnom Penh is not a province but an "autonomous municipality" ( km, រាជធានី, link=no, ; lit. 'Capital'), equivalent to a province governmentally and administered at the same level as the other 24 provinces. Phnom Penh has both the highest population and the highest population density of all provinces, but is the second smallest in land area. The largest province by area is Mondulkiri and the smallest is Kep which is also the least populated province. Mondulkiri has the lowest population density. Each province is administered by a governor, who is nominated by the Ministry of Interior, subject to approval by the Prime Minister. Provinces are divided into districts ( ''srok''). O Smach
O Smach ( km, អូរស្មាច់, , ), also spelled O'Smach or Ou Smach, is a small Cambodian town on the Thai border in Samraong Municipality of Oddar Meanchey Province. Until 1999, there were intermittent battles, and the area was unsafe as the last remaining Khmer Rouge still had control of nearby Anlong Veng. In 2003, an international border crossing was opened between O Smach and the adjacent town of Chong Chom in Thailand's Surin Province. There has since opened a strip of casinos between the Cambodian and Thai passport control counters, enabling Thais to gamble in Cambodia without needing to go through Cambodian immigration. Gambling is illegal in Thailand and gambling in Cambodia is legal only for foreign passport holders.
