Sai O () is a village of in the Shap Sze Heung area of Sai Kung North, in Tai Po District, Hong Kong. Administration Despite its proximity to the neighbouring areas administered by Sha Tin and Sai Kung districts, Sai O is actually administered by Tai Po District. It is covered by the Sai Kung North constituency of the Tai Po District Council, which is currently represented by Ben Tam Yi-pui. Sai O is a recognised village under the New Territories Small House Policy. The Tai Po District Council () is the district council of Hong Kong, district council for the Tai Po District in Hong Kong. It is one of 18 such councils. The Tai Po District Council currently consists of 21 members, of which the district is divided into 19 constituencies, electing a total of 19 with 2 ex officio members who are the Tai Po and Sai Kung North rural committee chairmen. Small House Policy
The Small House Policy (SHP, ) was introduced in 1972 in Hong Kong. The objective was to improve the then prevailing low standard of housing in the rural areas of the New Territories. The Policy allows an indigenous male villager who is 18 years old and is descended through the male line from a resident in 1898 of a recognized village in the New Territories, an entitlement to one concessionary grant during his lifetime to build one house. The policy has generated debates and calls for amendments to be made. New Territories
The New Territories is one of the three main regions of Hong Kong, alongside Hong Kong Island and the Kowloon Peninsula. It makes up 86.2% of Hong Kong's territory, and contains around half of the population of Hong Kong. Historically, it is the region described in the Convention for the Extension of Hong Kong Territory. Tai Po is an area in the New Territories of Hong Kong. It refers to the vicinity of the traditional market towns in the area presently known as Tai Po Old Market or Tai Po Kau Hui () (the original "Tai Po Market") on the north of Lam Tsuen River and the Tai Po Hui (the current Tai Po Market; historically Tai Wo Shi, literally ''Tai Wo market'') on Fu Shin Street on the south of the Lam Tsuen River, near the old Tai Po Market railway station of the Kowloon-Canton Railway (British Section). Sai Kung District
Sai Kung District is one of the 18 districts of Hong Kong, a special administrative region of China. The district comprises the southern half of the Sai Kung Peninsula, the Clear Water Bay Peninsula in the New Territories and a strip of land to the east of Kowloon. Areas in the district include Sai Kung Town, Hong Kong UNESCO Global Geopark, Tseung Kwan O and over 70 islands of different sizes.
