Sagon Penn
Sagon Penn (1962 – July 4 2002) was a martial arts expert and community leader from Southeast San Diego who worked as a karate teacher and also mentored inner-city children in the early 1980s. Penn was subsequently acquitted for the 1985 controversial shooting death of a San Diego police officer, the attempted murder of another officer and the attempted murder of a civilian ride along. Multiple altercations and death of officer Riggs In 1985, Penn's vehicle was pulled over in the Encanto area during a traffic stop by San Diego Police officers Thomas Riggs and Donovan Jacobs. Civilian police ride along Sara Pina-Ruiz was in the squad car when a physical altercation ensued, resulting in Penn disarming Riggs, subsequently shooting and killing Riggs with his own service revolver, and shooting and injuring Pina-Ruiz. Southeast San Diego
Southeast San Diego refers to the southeastern portion of the City of San Diego (excluding South San Diego) and the neighborhoods south of State Route 94 ( Martin Luther King Jr. Freeway) and east of Downtown San Diego. There are three official community planning areas: Skyline-Paradise Hills, Encanto Neighborhoods, and Southeastern. Largely urbanized in the areas nearer Downtown San Diego to the west and characteristically hilly, with lower-density residential and semi-rural neighborhoods toward the east, it is economically and ethnically diverse. In 1992, Councilman George Stevens campaigned against any official usage of the name "Southeast San Diego," since the designation had long been viewed as shorthand for the community as being crime-ridden and impoverished. Encanto, San Diego
Encanto (Spanish for "Charm") is a hilly urban neighborhood located in the southeastern region of San Diego, California. The neighborhood is bordered by California State Route 94 and the communities of Oak Park and Broadway Heights to the north, O'Farrell (also known as South Encanto) to the south, Emerald Hills and Valencia Park to the west and the City of Lemon Grove to the east. Ride Along
A ride-along is an arrangement for a civilian to spend a shift in the passenger seat of an emergency vehicle, observing the work day of a police officer, firefighter, or paramedic. Ride-alongs are offered by many police departments around the world. There is a minimum age to participate in a ride-along. Depending on the department, it is often somewhere between the ages of 12 and 18. When participation of those under 18 is permitted, consent from a parent or legal guardian is required. People with criminal records or under investigation under any law enforcement agencies are prohibited from participation. People who also have problems with previous ride alongs may also be denied. When citizens are selected for a ride along they must read and sign a waiver stating the rules and expectations while participating in the ride along with agreeing that situation can turn dangerous at any time. Roger Hedgecock
Roger Allan Hedgecock (born May 2, 1946) is an American politician and conservative talk radio host, who served as 30th mayor of San Diego between May 1983 and December 1985. His show is syndicated by Radio America. Early life Hedgecock was born in Compton, California. When Hedgecock was 10 years old, his family moved to the Loma Portal area of San Diego. His father was unable to work because of illness. The family faced tough times, and the younger Hedgecock worked various jobs in his youth. Since his youth, he has been an avid surfer. He graduated from the Roman Catholic-affiliated St. Augustine High School. He received a bachelor's degree from University of California, Santa Barbara in 1968 and a Juris Doctor degree from University of California, Hastings College of the Law in 1971.
