Safe Schools Healthy Students
Safe Schools/Healthy Students (SS/HS) is a grant program funded by the United States Department of Education, United States Department of Justice, and United States Department of Health and Human Services that helps school districts, in partnership with mental health providers, law enforcement and juvenile justice agencies, implement projects that create safe and healthy schools and communities. Mission and history The US Departments of Education, Justice, and Health and Human Services funded the Safe Schools/Healthy Students Initiative in 1999 in response to the school shootings in the late 1990s, including the 1997 Heath High School shooting, the 1998 Westside Middle School shooting, and the Thurston High School shooting. Since 1999 the SS/HS Initiative has awarded grants totaling more than $2.1 billion to over 300 local education agencies in a range of urban, suburban, and rural communities. 1997 Heath High School Shooting
The Heath High School shooting occurred at Heath High School in West Paducah, Kentucky, United States, on December 1, 1997. 14-year-old Michael Carneal opened fire on a group of students, killing three and injuring five. Shooting On December 1, 1997, Carneal wrapped a shotgun and a rifle in a blanket and took them to school, passing them off as an art project he was working on. He carried a loaded Ruger MK II .22-caliber pistol in his backpack. Carneal rode to school with his sister and arrived at approximately 7:45 a.m. When he arrived, he inserted earplugs into his ears and took the pistol out of his bag. He fired ten rounds in fast succession at a youth group of students. Three girls later died and five other students were wounded. 1998 Westside Middle School Shooting
On March 24, 1998, a school shooting occurred at Westside Middle School in unincorporated Craighead County, Arkansas near the city of Jonesboro. Perpetrators Mitchell Johnson, 13, and Andrew Golden, 11, fatally shot four students and a teacher with multiple weapons, and both were arrested when they attempted to flee the scene. Ten others were wounded. Golden and Johnson were convicted of five murders and ten assaults, and were imprisoned until each turned 21 years of age. After the 1992 Lindhurst High School shooting that killed four people in Olivehurst, California, the massacre was the deadliest non-college school shooting in contemporary U.S. history until the April 1999 Columbine High School massacre. Thurston High School Shooting
The Thurston High School shooting occurred on May 21, 1998, at Thurston High School in Springfield, Oregon. 15-year-old freshman student Kipland Kinkel, who had been scheduled to appear at an expulsion hearing the day prior, murdered his parents before killing two of his classmates and wounding 25 others. The shooting ended when a group of students managed to subdue Kinkel, leading to his arrest. Kinkel pled guilty to murder and attempted murder and was sentenced to 111 years in prison without the possibility of parole. He is currently incarcerated at the Oregon State Correctional Institution.
