Southern Leyte's At-large Congressional District
Southern Leyte's at-large congressional district refers to the lone congressional district of the Philippines in the province of Southern Leyte. It was represented in the House of Representatives of the Philippines 1961 until 2022. Southern Leyte first elected a single representative provincewide at-large representative for the 5th Congress of the Third Philippine Republic following its creation as a regular province separate from Leyte under Republic Act No. 2227 on May 22, 1959. Before 1959, its territory was represented as part of Leyte's at-large, 2nd and 3rd districts. Between 1978 and 1984, multi-seat regional delegations were formed in lieu of provinces for the Fourth Philippine Republic parliament known as the Interim Batasang Pambansa, with Southern Leyte forming part of the ten-seat Region VIII's at-large district. Congressional districts of the Philippines ( fil, distritong pangkapulungan) refers to the electoral districts or constituencies in which the country is divided for the purpose of electing 253 of the 316 members of the House of Representatives (with the other 63 being elected through a system of party-list proportional representation). The country is currently divided into 253 congressional districts, also known as legislative districts or representative districts, with each one representing at least 250,000 people or one entire province. House Of Representatives Electoral Tribunal
The House of Representatives Electoral Tribunal (HRET) is an electoral tribunal that decides election protests in the House of Representatives of the Philippines. It consists of six representatives and three justices of the Supreme Court of the Philippines, who are designated by the Chief Justice. The equivalent tribunals for elections to the upper house is the Senate Electoral Tribunal and for president is the Presidential Electoral Tribunal. The tribunal is located at SET-HRET Building, Commission on Audit Compound, Quezon City. Members of the Tribunal receive a monthly allowance of 100,000 Philippine pesos on top of their regular salaries. In August 2020, the tribunal abandoned its old building in Quezon City when the city's Department of Building Official condemned it. 1987 Philippine House Of Representatives Elections
Elections for the House of Representatives in the Philippines were held on May 11, 1987. This was the first legislative election since 1984, the first House of Representatives elections since 1969, and the first election since the People Power Revolution that overthrew president Ferdinand Marcos and brought Corazon Aquino to power after alleged election fraud by the former during the 1986 presidential election against the latter. Although no party surpassed 20% of the popular vote, candidates that ran under two or more parties won a quarter of the seats, followed by PDP–Laban and Lakas ng Bansa of subsequent speaker Ramon Mitra, Jr. that would later be the Laban ng Demokratikong Pilipino after some of the members of PDP–Laban defected. 1984 Philippine Parliamentary Election
A parliamentary election was held on May 14, 1984 in the Philippines. Like past elections, charges of bribery, protests and complaints on irregularities marred the elections. Former ''Manila Times'' publisher Chino Roces and former senator and opposition leader Jose W. Diokno supported the campaign boycotting the election. The National Movement for Free Elections (NAMFREL) helped mitigate electoral fraud during the election. The ruling Kilusang Bagong Lipunan (KBL) retained a majority in parliament, but the opposition United Nationalist Democratic Organization (UNIDO) made massive gains, winning 60 seats and reducing the KBL's majority to 114 compared to the 150 they had in 1978.
