Scutelnic (also scutnic, from Romanian verb ''scuti'', "to exempt", "to absolve"; plural: ''scitelnici'', ''scutnici'') were peasant servants in Wallachia and Moldova who were exempt from state taxes. They were charged with various duties and were attached to '' boiers'' (land owners with military or administrative functions) and to monasteries. The category of ''scutelnici'' was introduced by the reforms of Constantine Mavrocordatos. History On July 11, 1977, Ed Skutnik filed an application on behalf of his Company, Green Valley Broadcasting Co., Ltd. to build a new FM station in Greenfield, Massachusetts. A competing application was filed by Poet's Seat Broadcasting, Inc. for the same vacant FM channel (95.3 MHz in Greenfield). After years of hearings and appeals, the FCC ultimately awarded the permit to Green Valley Broadcasting, which began construction in January 1981. WRSI officially went on the air July 26, 1981, with a diverse programming line up, including music from the genres of rock, classical, jazz, new age, folk, world and country. "Lenny Skutniks" is a generic term for notable people who are invited to sit in the gallery at a State of the Union address or other joint meeting of the United States Congress. Lenny Skutnik was the first such guest, who was celebrated for his heroism following the crash of Air Florida Flight 90 on January 13, 1982. Skutnik dove into the icy Potomac River, saving the life of a passenger. For this act he was commended by U.S. President Ronald Reagan during the annual State of the Union speech held later that month. Since then, the term "Lenny Skutniks" has been used to refer to individuals invited to sit in the gallery, and often cited by the President, during the speech.
