Continuity Of Government
Continuity of government (COG) is the principle of establishing defined procedures that allow a government to continue its essential operations in case of a catastrophic event such as nuclear war. COG was developed by the British government before and during World War II to counter threats, such as that of the ''Luftwaffe'' bombing during the Battle of Britain. The need for continuity of government plans gained new urgency with nuclear proliferation. During and after the Cold War countries developed such plans to avoid (or minimize) confusion and disorder due to a power vacuum in the aftermath of a nuclear attack. In the US, COG is no longer limited to nuclear emergencies; the Continuity of Operations Plan was activated following the September 11 attacks. Government-in-exile
A government in exile (abbreviated as GiE) is a political group that claims to be a country or semi-sovereign state's legitimate government, but is unable to exercise legal power and instead resides in a foreign country. Governments in exile usually plan to one day return to their native country and regain formal power. A government in exile differs from a rump state in the sense that a rump state controls at least part of its former territory. For example, during World War I, nearly all of Belgium was occupied by Germany, but Belgium and its allies held on to a small slice in the country's west. A government in exile, in contrast, has lost all its territory. However, in practice the difference might be minor; in the above example, the Belgian government at Sainte-Adresse was located in French territory and acted as a government in exile for most practical purposes. The governments in exile tend to occur during wartime occupation or in the aftermath of a civil war, revolution, ...

Shadow Government (conspiracy)
The shadow government (cryptocracy, secret government, or invisible government) is a family of theories based on the notion that real and actual political power resides not only with publicly elected representatives but with private individuals who are exercising power behind the scenes, beyond the scrutiny of democratic institutions. According to this belief, the official elected government is subservient to the shadow government, which is the true executive power. Some of the groups proposed by these theories as constituting the shadow government include central banks, Freemasons, intelligence agencies, think tanks, organized Jewry, the Vatican, Jesuits, or Catholics in general, as well as secret societies, moneyed interests, and globalist elites and supranational organizations who seek to manipulate policy in their own interest or in order to serve a larger agenda that is hidden from the general public. History Literature on the subject postulates the existence of a secr ...
