Seimsky Constituency
The Seimsky Constituency (No. 110) is a Constituencies of Russia, Russian legislative constituency in Kursk Oblast. In 1993-2007 most of the constituency was included into the old Kursk constituency, but in 2016 Lgov constituency was extended to Kursk and gained the name "Kursk constituency", while southern and eastern parts of Kursk Oblast were placed into new Seimsky constituency. Olga Germanova
Olga Mikhailovna Germanova (russian: Ольга Михайловна Германова; born 26 September 1961, Peny, Belovsky District, Kursk Oblast) is a Russian political figure and a deputy of the 7th State Duma, 7th and 8th State Duma, 8th State Dumas. From 1992 to 1999, she worked in the administration of the Kursk Oblast. In 1999-2009 she was Deputy Chairman of the Committee for Youth Affairs and Tourism of the Kursk Region. In 2009 she was appointed Deputy head of administration of Kursk. Simultaneously, she headed the youth headquarters of the Kursk regional branch of "United Russia". On 14 October 2012 she was elected deputy of the Kursk City Council of the 5th convocation. On 8 November 2012 Germanova was appointed the head of the Kursk City Administration. She left the post in 2016 as she was elected deputy of the 7th State Duma; she ran with the United Russia. In 2021, Germanova was re-elected for the 8th State Duma. 2021 Russian Legislative Election
Legislative elections were held in Russia from 17 to 19 September 2021. At stake were 450 seats in the 8th convocation of the State Duma, the lower house of the Federal Assembly. Going into the elections, United Russia was the ruling party after winning the 2016 elections with 343 of the 450 seats, and retaining a supermajority. In March 2020, it was proposed to hold a snap election in September 2020 due to proposed constitutional reforms, but this idea was abandoned. On 18 June 2021 Vladimir Putin signed a decree calling the election for 19 September the same year. Owing to the COVID-19 pandemic in Russia, voting in the election lasted for three days, from 17 to 19 September. Final turnout was reported to be 51.72%. Fifteen political parties applied for participation, 14 of which were guaranteed automatic access to the ballots, and one unsuccessfully attempted to be included in the ballot by collecting voters' signatures. By-elections To The 7th Russian State Duma
By-elections to the 7th Russian State Duma were held to fill vacancies in the State Duma between the 2016 election and the 2021 election. According to article 97 of the Federal Law "On elections of deputies of the State Duma", by-elections are appointed on the second Sunday of September (single voting day), but not less than 85 days before the day of voting. This means that if a vacant seat occurs before a single voting day, but less than 85 days before it, the election will be scheduled for next year. Also, by-elections are not appointed and are not held if, as a result of these elections, a Deputy cannot be elected for a term of more than one year before the end of the constitutional term for which the State Duma was elected. Constituencies Of Russia
Legislative constituencies are used in Russia to elect half of the seats (225) in the State Duma. Each Federal Subject gets a certain amount of constituencies, proportional to their population, with every Federal Subject getting at least one. Every constituency is a single-mandate one, meaning each constituency sends one representative (also known as a Deputy) to the State Duma.
