The Secretary of State of Azerbaijan () was a political position in that existed in Azerbaijan, existing from 1991 to 1994. History Establishment The position was created in 1991 to replace in significance the previously existent political position of a 2nd Secretary of the Azerbaijani Communist Party. Since the dissolution of the Party in 1991 by its last First Secretary Ayaz Mutalibov, who became Azerbaijan's first President, there was a need to appoint a second in command to manage the newly created Presidential Administration that took over from the old party apparatus. The first holder of the position was Academician Tofig Ismayilov. Rise in significance The significance of the position varied in time. Under President Heydar Aliyev in 1993 the position rose to become the second after the head of state. ʿAlī ibn Abī Ṭālib ( ar, عَلِيّ بْن أَبِي طَالِب; 600 – 661 CE) was the last of four Rightly Guided Caliphs to rule Islam (r. 656 – 661) immediately after the death of Muhammad, and he was the first Shia Imam. The issue of his succession caused a major rift between Muslims and divided them into Shia and Sunni groups. Ali was assassinated in the Grand Mosque of Kufa in 661 by the forces of Mu'awiya, who went on to found the Umayyad Caliphate. Ali Karimli ( az, Əli Kərimli) born Ali Amirhuseyn oglu Karimov ( az, Əli Əmirhüseyn oğlu Kərimov) (born 28 April 1965) is an Azerbaijani politician and the head of the reformist wing of the Azerbaijan Popular Front Party (APFP). Biography Karimli was born in the Saatly District of southeastern Azerbaijan. After military service in the Soviet army in 1985, he studied law at the Baku State University. During his studies he established and headed the Yurd (Homeland) movement which supported democratic reforms. Abulfaz Elchibey
Abulfaz Elchibey ( az, Əbülfəz Elçibəy; 24 June 1938, in Nakhchivan – 22 August 2000, in Ankara) was an Azerbaijani political figure and a former Soviet dissident. His real name was Abulfaz Gadirgulu oghlu Aliyev (Azerbaijani: ''Əbülfəz Qədirqulu oğlu Əliyev''), but he assumed the nickname of "Elçibəy" (Azerbaijani for the "''noble messenger''") upon his leadership of the Azerbaijani Popular Front in 1990. The Azerbaijani Popular Front Party (APFP; az, Azərbaycan Xalq Cəbhəsi Partiyası, ) is a political party in Azerbaijan, founded in 1992 by Abulfaz Elchibey. After Elchibey's death in 2000, the party split into two wings, the ''reform'' wing led by Ali Kerimli and the ''classical'' wing led by Mirmahmud Miralioglu.
