The Department of Health (DOH; fil, Kagawaran ng Kalusugan) is the executive department of the government of the Philippines responsible for ensuring access to basic public health services by all Filipinos through the provision of quality health care, the regulation of all health services and products. Diosdado Pangan Macapagal Sr. (; September 28, 1910 – April 21, 1997) was a Filipino lawyer, poet and politician who served as the ninth president of the Philippines, serving from 1961 to 1965, and the sixth vice president, serving from 1957 to 1961. He also served as a member of the House of Representatives, and headed the Constitutional Convention of 1970. Juan Martin Flavier (; June 23, 1935 – October 30, 2014) was a Filipino physician and politician. He served as the Secretary of Health under President Fidel V. Ramos from 1992 to 1995, and was later elected to the Senate, serving from 1995 to 2007. Early life Flavier was born in Tondo, Manila. He was born in a very poor family to semi-literate parents.
